On November 24 2014 the postal administration for Namibia by request to Juliana Nel (Director of Markets Development) posted to the Universal Postal Union a
circular warning of the discovery of a series of illegal stamps created with their country name that are on the market. The circular is
number 188. You can view it in the linked file below:
The counterfeit illegal stamps shown in this circular date 2008. It is interesting that Namibia did not know of the existence of them until 2014.
Then it must be realized that as far as the UPU circular system goes, none of the countries effected by illegal stamps nor the UPU realize and understand
the scope of the illegal stamp problem. It is far worse than any of the circulars portray up to present times in 2020.
Namibia is a good example to show how the criminal producers and their distributors react to the UPU circulars. The following images are from circular 188.
You will find at the present time (2020) that you cannot find them anywhere on the internet being sold. Up until the circular was created they were readily available
all over the internet by the main illegal stamp distributors. They were available on their websites and were being sold on eBay and Delcampe for years.
When the circular was published....they "disappeared". Only one dealer persisted in trying to sell them on eBay and that "dealer" is now kicked off! I will show
this below.
2008
The following series was created by the British producers. The styles are obvious as to who made them in comparison with the many other illegal stamps
they have produced (and are still producing) throughout the last three decades. The images are of poor quality because the sellers of them used poor quality
images. you will notice the eBay watermark logo at the bottom right corner on some of them. these are the only images the UPU was able to acquire at the
time the circular was made.

circular warning of the discovery of another illegal stamp created with their country name that are on the market. The circular is
number 65. You can view it in the linked file below:
In the circular it shows one more illegal stamp souvenir sheet that actually belongs to the above series and was apparently "missed" in the 2014 circular.

As I stated, the sales of these counterfeit stamps stopped almost immediately by the main dealers associated with the producers. They removed them
from their websites and removed them from their eBay and Delcampe sales. Try to find any of these on the internet now and you will find it to be virtually
impossible. These criminals react in this way to completely try to "disassociate" themselves with their criminals actions and intent to rip you off.
The last and only seller to try to continue to sell these counterfeits was the user kleo53 located in Estonia. This user was kicked off eBay in 2019 because
almost everything they offered was counterfeit stamps. Here is an image of one of their sales. I picked this snapshot up in 2017.

The 2015 circular also shows an image of one other stamp of which I could not find on the internet. It has no year date on it so your guess is as good
as mine in those regards. Perhaps someone out there has more information on it?
Namibia Dogs and Cats Illegal Stamp
Here are a couple of examples of other deceptive stamps that match the style of the British produced counterfeits. These are made in the name of Congo.
There is no "CONGO" in regards to postage stamps. All Congo related stamps of the modern era are inscribed either The Republic of Congo or Democratic
Republic of Congo.
These are deceptive "stamps" in that unknowing collectors and new collectors may think they are genuine stamps from the Congo. Unfortunately, because they
do not use the the genuine named inscriptions of which tons of illegal stamps have been made for both Congo's, of which a major portion were and are made by
the same British producers, these are defined as "Fantasy Labels". Some may call them Cinderella stamps. they have no postal validity at all and are produced
by criminals to rip you off!

For reasons unknown the illegal animal series and the single dogs and cats illegal stamp are the only "early" counterfeits produced in the name of
Namibia. Namibia does have a powerful postal system and possibly the counterfeit producers feared severe retaliation and exposure if they were to
attempt to produce illegal stamps on the scale that they have done in the name of so many other African nations.
This all changed in 2016.
2010
In 2015 the Russian based dealers who I believe are also the producers appear. The company is called Topnimarka.com located in Moscow Russia.
They have created a new website called stamps-world.eu as well in 2019. Everything they are selling is fake and counterfeit stamps.
They are mass producing counterfeit illegal stamps in the name of many countries. The "styles" unique to themselves,
these people are producing and selling counterfeit stamps at a massive rate dating to current times.
The Russian based company has produced the following counterfeit illegal stamps dating 2010 in the name of Namibia. They are not commonly seen
on the main stamp market because we are fighting for you to keep them off the main market. Should this company be allowed to run accounts
on the main stamp venues like eBay and Delcampe, you will see a new flood of illegal stamps worse than ever seen before. This company is consistently
trying to create new accounts on the venues to move them into the main stream market. Should you see them on sites like eBay and Delcampe, you can
report them to me and I can assure you that they will not be there long!
I have discovered that this company is producing counterfeit stamps in later years and back dating them as shown in the Haiti section for instance. For Namibia
this is the case for many sets like the following one.

This counterfeit set was produced in 2017 and back dated 2010. It was never on the market until 2017.

This company has produced numerous sets dating 2014 and 2015. All of them are backdated from 2016 and later years. Another circular was published in
2016 showing one of the sets. Again it shows how little Namibia and the UPU knew about what was really going on. This is why
stricter laws, rules and enforcement need to be established against these types of criminal producers and their distributors in which
to apprehend and bring them all to justice no matter what country they reside in or run to when exposed.
