Information and Reference of illegal stamps for Namibia dating 2014 and 2015 according to U.P.U. Circular 40 and other resources

On March 21 2016 the postal administration for Namibia by request to Murray Buchanan (Director of Regulation, Economics and Markets) posted to the Universal Postal Union a circular warning of the discovery of a set of illegal stamps created with their country name that are on the market. The circular is number 40. You can view it in the linked file below:

The counterfeit illegal stamps shown in this circular date 2015. Sadly, Namibia is yet another country that has become victimized by the criminal company called Topnimarka.com. The circular only describes one set created by this company. There are many more as this page will show.

In 2015 the Russian based dealers who I believe are also the producers appear. The company is called Topnimarka.com located in Moscow Russia.
They have created a new website called stamps-world.eu as well in 2019. Everything they are selling is fake and counterfeit stamps.
They are mass producing counterfeit illegal stamps in the name of many countries. The "styles" unique to themselves, these people are producing and selling counterfeit stamps at a massive rate dating to current times.

The Russian based company has produced the following counterfeit illegal stamps dating 2014 and 2015 in the name of Namibia. They are not commonly seen on the main stamp market because we are fighting for you to keep them off the main market. Should this company be allowed to run accounts on the main stamp venues like eBay and Delcampe, you will see a new flood of illegal stamps worse than ever seen before. This company is consistently trying to create new accounts on the venues to move them into the main stream market. Should you see them on sites like eBay and Delcampe, you can report them to me and I can assure you that they will not be there long!

I have discovered that this company is producing counterfeit stamps in later years and back dating them as shown in the Haiti section for instance. For Namibia this is the case for many sets like the following ones.

The only counterfeit illegal stamp set described and shown in circular 40 is a set dating 2015 celebrating the upcoming World Cup Soccer (Football) Championship in Moscow in 2018. What is interesting about this set is that Topnimarka has removed it from their offers on their website and you can not find it offered anywhere on the internet. Back in 2016-17 it was being widely sold on eBay and Delcampe and on certain other venues. This shows again how the criminals and their distributors react when UPU circulars are published. They simply stop selling the reported stamps and try to remove all evidence of their involvement in the sales. Yet continue to proliferate all other counterfeits not reported in the UPU circulars.

This is why new rules and guidance is needed to combat these criminals. UPU circulars are not only largely incomplete but simply warn the criminals in which the above reactions are taken. The countries that are victimized need to take a new approach. They need to take legal action against the distributors of the illegal stamps before publishing the circulars. This way the criminals do not know they have been "caught" until it is too late for them to hide the evidence of their crimes. The distributors of illegal stamps are the key to convicting the producers. Some are the producers but many are associated with the producer and thus can be used to expose who that producer is. When faced with jail time for their crimes these criminal distributors (dealers) will talk under a plea deal.

The following set described and imaged in circular 40 was definitely made/distributed by Topnimarka. The style is exactly the same as many of the sets that are being offered at present time (2020) by Topnimarka.com. the set was not offered until 2015 because Topnimarka did not go "online" until that time. Their website records show this to be on January 25, 2015.

Note the use of the inscription "Standard Mail Postes". This shows complete criminal purpose in production of these counterfeit stamps. Copying the valuation standards used by Nampost on authentic stamp issues. There is no denial that illegal stamps made in the name of any country with a valid postal system are counterfeit stamps!

I note that many of the Namibia counterfeit illegal stamp sets produced by the Russian producer are in a seven souvenir sheet format. A sort of "style" used for Namibia.

2014

As of September 2020 this company is distributing 4 different counterfeit illegal stamp sets dating 2014 in the name of Namibia on their website. All of them have been back dated either being produced in 2015 or later as noted.

As of September 2020 this company is distributing 17 different counterfeit illegal stamp sets dating 2015 in the name of Namibia on their website. This first set was being offered by topnimarka on eBay as the user kir30kirill who was kicked off eBay in 2019. This set is not being offered on the Topnimarka website. The images acquired from the eBay sales lot. How many more with this status are out there?

There are two separate Namibia category sections on the Topnimarka website. One found in english as "Namibia" where most of the sets are listed. There is a second section which is listed in Russian Cyrillic as Намибия. This counterfeit set is listed there.

This page shows how little Namibia and the UPU knew about what was really going on. This is why stricter laws, rules and enforcement need to be established against these types of criminal producers and their distributors in which to apprehend and bring them all to justice no matter what country they reside in or run to when exposed.

In 2016 the production of counterfeit illegal stamps in the name of Namibia by this criminal gets much worse!
