On April 2 2001 the postal administration for the Central African Republic by request to C Gheorghiev (Assistant Director General) posted to the Universal Postal Union a circular warning of the discovery of a group of illegal stamps created with their country name that are on the market. The circular is number 156. It states the following:

Dear Sir/Madam

The postal administration of the CENTRAL AFRICAN REPUBLIC asks me to inform you that it has information about four illegal issues of postage stamps issued in its name and bearing the inscription "République Centrafricaine".

The issues are as follows:

- Miniature sheet of 9 stamps - "Tigers"
- Miniature sheet of 9 stamps - "Penguins"
- Miniature sheet of 9 stamps - "Wolves"
- Miniature sheet of 9 stamps - "Horses"

Consequently, all these postage stamps have been issued in contravention of the Universal Postal Convention, its Letter Post Regulations and the legislation of the Central African Republic.

As the postal administration of the Central African Republic has never issued such postage stamps, they cannot be accepted as a means of postage.

The counterfeit illegal stamps noted in this circular date 2000. It was not known at the time that several earlier sets of illegal stamps were produced. Sadly this is the only circular that the Central African Republic ever asked for. At the time that the circular was produced it did effect production of illegal stamps in the name of Republique Centrafricaine by the one producer that made the described miniature sheets. This producer is as I call him "the British producer". For more direct connection of who that is please visit the Niger section of the study and then compare the described sheets here with them and you will see they are of exactly the same styles. Production of illegal stamps by this producer was rather sporadic. All evidence points toward the producer being "scared" when the circular came out and he ran until 2005. Apparently, emboldened by no more investigating occurring, his counterfeits appeared again in 2005. At least....one sort of set did. Then again he disappeared.

It is sad to state that in 2011 the stamp agency Stamperija gained a contract with the Central Africa post and to this day churns out tons of abusive stamps issues in the name of this country. Basically all of the "issues" have nothing to do with the countries culture or heritage and all are geared toward reaping profits off of topical collectors. Most of the issues as is usual never even can be found within the country and cases have been reported of the postal agents not accepting them for use within the country. More details on this will be brought forward in the later year pages.

What is interesting is that another producer based in Eastern Europe started producing counterfeits in this countries name in 2010. Those illegal stamps have no year inscribed on them so it is only by the distributors word that we have a year of production. This criminal continued to make sets through 2012. It appears that because the Eastern European producer was "getting away" with sales of his counterfeits, it thus emboldened the British producer into making more counterfeits as well. He began a large production in 2011 and continued at least through 2017. There is a showing of a hot competition between him and the Russian criminal producer/distributor Topnimarka.com. Thus ending up currently with only the Russian company moving forward....so far as of the end of 2020. Even though the agency Stamperija has some control over these illegal stamp producers as the owner knows who they are as stated, it appears the British producer ignored his calls to stop in regards to the Central African Republic. 1998

In 1998 the British producer began his charade with the Central African Republic by producing unauthorized "deluxe sheetlets" of one of the 1998 Princess Diana sheets of 9 that were "issued" and are listed in the major catalogs. These are stated by one of the biggest illegal stamp dealers in Britain to be privately produced (which he states on tons of illegal stamps as if that makes them "legal" somehow) thus a full admission they are illegal as this dealer is directly connected with the British counterfeit producer. Proof of this statement on all of them has been retained in case this criminal distributor wishes to remove them from his site in the future.

Weirdly, the distributor uses the same image for two of the illegal stamps so the blank space is where the other image should be in the order on the genuine sheet.

These were never authorized nor produced by the printer that made the genuine sheets which was Impressor S.A.. How the artwork or plates were obtained remains a mystery. They are and have been since 1999 exclusively sold by Avion Stamps in the UK with direct database connections to the former Stampdile and JustWendy sites which have gone offline since exposure has begun.

There are a number of sheets in this year that are suspect.

Research is ongoing on Betty Boop issues. Indeed the authorization to use the logos was granted. The problem is...they were granted to the International Collectors Society which has been found to have numerous shady dealings. This society is not "authorized" by the country to print the stamps in their name. Impressor S.A. was the agency and printer used at the time, yet they did not print the sheets with Betty Boop on them. Try to find any Betty Boop stamps used on cover. I suspect a very dark presence in the making of them for this country as well as others. Like an illegal stamp producer in Britain was involved? Any proof one way or the other will be gladly received.

Now here we have a sheet featuring the Titanic. Listed in Michel. Not listed in Scott or Stanley Gibbons. Why? Michel has been proven to be compromised by illicit dealers, printers and agencies in numerous cases. Who is this OPI? That is the logo of the copyright holders. I would avoid this set.

Here we have a Muhammad Ali sheet along with certificate of authenticity by none other than the infamous International Collectors society. I must stress here that this society has used the same certificates on numerous proven illegal stamps. I for one, never believe in certificates like these made by a stamp dealer. Especially a stamp dealer run society! The owners of this particular "society" were and never have been experts in the field of stamps and their "limited" numbers on their certificates are bogus in most cases as many thousands more were printed and distributed than they claim. In numerous cases it is known that dealers who make these certificates of authenticity (not only in the realm of stamps) are scammers bent on ripping you off! Beware!

One thing that gets me laughing on this certificate is they call the sheet a "plate block". It is anything but that! Do some research into what a plate block really is.

This sheet is not listed in catalogs. Therefore.....illegal! Logo or not! Prove it is not.

2000

It was in 2000 that the British producer began to produce illegal stamps in the same way as he did with so many other countries. Starting out slowly as if testing the waters. Luckily he got "hit" right away with the UPU circular accurately hitting all four of his first major productions. did it stop sales of them? Nope. Here is a list of dealers selling them on the venues in 2020. By now you can see these are dealers to avoid. Either because they are incredibly unknowing of what they are selling or in the case for most of these listed....they are criminal major counterfeit illegal stamp dealers that have plagued the stamp market for decades!

As you can see the same dealers basically are selling the following four sheets denounced in the circular. Most have been since they were created. This is because of direct connections. One was and is the producer. It should be quite obvious to those who can follow the messy trails they leave behind.

Here are images of the four sheets in the order described and denounced in the circular taken from these clowns sales on Hipstamps. Avoid these sheets and any dealers who peddle them. They are worthless, counterfeit illegal stamps that will only cause you problems in the future.

As stated above after the circular was published the British producer ran and hid. In 2005 he attempted to put out another set. Lets see who is selling them in 2020 under 2005 searches.

2010

After the set of Young Animals was made in 2005 there are no detected illegal stamps in the name of Central African Republic until 2010. Why remains a mystery.

In 2010 the Eastern European producer placed on the market a set of counterfeit illegal stamps featuring trains. The style is unique to this producer much different than the styles produced by the British producer. Also noting that they have no year inscribed on them. One therefore can only depend on the distributors as to what year they were produced. I found this set being sold at present time on Delcampe by the user sensieboyke. This user is located in Belgium. Wants to call them "Personalised" stamps. Sorry, they are counterfeit illegal stamps and this dealer because he wishes to sell many sales of this garbage has now made it onto the Illegal Stamp Sellers list.

In 2011 both producers attack! The nightmare production of illegal stamps in the name of Central African Republic (Centrafricaine Republique) really begins!

In 2015 the criminal producing/distributing company based in Russia named Topnimarka.com appeared. This counterfeit producer has been found to be creating illegal stamps in later years and back dating them to previous years. More will presented on this company in later pages. The following set is one of the back dated sets.
