On September 24, 2001 the postal administration for Madagascar by request to K.J.S. McKeown (Director of Markets) posted to the Universal Postal Union a circular number 393 warning of the discovery of illegal stamps relating to the Concorde being placed on the stamp market. This circular cannot be found on the UPU website by the general public anymore. The circular stated:

Dear Sir/Madam

The postal administration of MADAGASCAR asks me to inform you that it has information about the circulation on the international market of an illegal issue of postage stamps purporting to be issued by the PAOSITRA MALAGASY.

The characteristics of this issue are as follows:

A perforated miniature sheet and an imperforate miniature sheet, bearing at the bottom of the sheet the inscription "Millenium – Concorde 2000 – 30e anniversaire" and consisting of nine postage stamps, each with a value of 2000 Fmg, 400 ARIARY. Each postage stamp shows different views of the "Concorde" aircraft and the inscriptions "REPOBLIKAN’I MADAGASIKARA" and "Paositra 1999". These two inscriptions are not positioned in the same way on all the postage stamps. In addition, the postage stamp on top at the right also has the word "MILLENIUM" in capital letters.

As these postage stamps have not received the approval of the postal administration of Madagascar, they have been issued in violation of the provisions of the Universal Postal Convention and its Letter Post Regulations. Consequently, they are regarded as null and void and may not be accepted as a means of postal prepayment.

The postal administration of Madagascar would be grateful for any information which would lead to identifying the person responsible for these illegal issues.

This was posted before the WNS System was introduced and it hit only one set of illegal stamps. Many more were produced at the time. All were produced in 1999. It must have put a scare into the producers because in the following years it appears production of illegal stamps for Madagascar ceased until 2004.

On July 7, 2008 the postal administration for Madagascar by request to K.J.S. McKeown (Director of Markets) posted to the Universal Postal Union a circular warning of the discovery of a massive amount of illegal stamps created with their country name that are on the market. The circular is number 193. You can view the circular in its entirety in the PDF file I have linked here.

In this circular is the statement:
"We recall that the postage stamps issued by Madagascar since 2002 can be viewed on the Universal Postal Union's WNS site"

The circular vaguely describes numerous sets that were found to be on the market in 2008. In 1999 the first illegal stamps were produced for this country in conjunction with illegal stamp production for other African countries. Basically to know what issues are genuine authorized issues, you must use the Scott Catalog or Stanley Gibbons Catalog for stamp issues between the years 1999 and 2002. In 2002 the WNS system was created and from that time to the present all legitimate stamp issues that Madagascar has had produced are listed and shown on the site.

I note that in 2000 there was a complete slowdown of the production of legitimate stamps for this country. Madagascar had been involved since the late 1980's to 2000 with certain stamp agencies that have a reputation for overproducing stamps for smaller African countries far beyond their postal needs. Some of these "agencies" are run by stamp dealers. A couple have evidence that is showing that when "cut off" by a given country, they continue to produce unauthorized stamps for that country claiming they have the "right" to do so. These are another example of illegal stamps.

The population of Madagascar in 2000 was around 15 million. Out of that population nearly half the people were at the below poverty level. Not a lot used the postal system and therefore you can see that the stamps produced in the 1980's and 1990's were produced to sell to collectors. Most probably never were available in quantity in the country itself. Some producers of stamps become "vengeful" when the country decides to end contracts with them and tend to "pump out" as many issues as possible before the contract ends. You can see that for Madagascar in 1988 and 1999, this happened.

It would be interesting to see exactly how many of the issues listed in Scott Catalog for those years did actually get used postally. You can see there is confusion in the dates of issue during that time. Going from 1998 to 1999 and then back to 1998 ect;.
I have been told by Scott Catalog editors that they use the word of the stamp agents only because they "cannot afford" to verify the issues themselves. This is bad practice because stamp agencies have already been proven to lie and work to influence the catalogs to get their stamps listed, even though that particular issue never even saw postal usage in the country. Therefore, for some issues of stamps made by certain agencies and listed in the major catalogs, they still to this day are of questionable validity.

On March 21, 2016 the postal administration for Madagascar (Paositra Malagasy), by request to Murray Buchanan (Director of Regulation, Economic and Markets) posted another circular warning of the discovery of more illegal stamps carrying their country name on the market and describes some in detail. Both circulars still fall short in describing just how bad the problem really is. The new circular is number 39. You can view the circular in its entirety in the PDF file I have linked here.

In this circular is the statement:
"Paositra Malagasy also takes this opportunity to point out that Madagascan postage stamps issued officially since 2002 are visible on the UPU's WNS website."

In other words to be sure you are purchasing legitimate stamp issues for Madagascar you must either use the referenced catalogs or the WNS system to verify them. Any stamps from this country not on the database are illegal stamps period!

UPDATE 2020

In reading over my original creation of this page I have found it has come to light as to who started this mess with Madagascar in the late 1990's. The connection stems from my research on the Niger illegal stamps. That person is Mr. Juan Carlos Marino Montero who was president of a now defunct printing company called Mayfair International Ltd. which was based in France. In looking closely you can see this companies logo on many of the illegal stamps shown on this page dating 1999 including the described and denounced Concorde Millenium set. I note the Lollini logo is also on that one. Lollini being another corrupt company that sells massive numbers of space topical illegal stamps of which many were made at request directly to the producer to be made with their logo on it.

Getting back to this Juan Montero, he created a site named stamp-scandal back in 2012. The site was up only for a year because his lies basically put him in legal jeopardy with powerful associations and businesses and was inevitably going to expose him for what he was really doing which was the massive production of earlier counterfeit illegal stamps in the name of many countries using fake documents and bogus contracts with other associated criminals (some within the postal administrations themselves) to try to legitimize his fake creations. We can see this happened with the illegal stamps of Madagascar as well. None of his productions in 1999 are listed in the catalogs and are denounced to this day as illegal by the postal administration of Madagascar.

This guy has been shown to be a problem for the UPU and other associations and I can tell you is still a problem to the stamp community as a whole to this day in 2020. He has threatened legal action against anyone who exposes him and his bark is now proven to be gigantic with no bite! He has even threatened me personally. To that I say "bring it on!". I would love to expose you further in a court of law. Let it be known I would have it made into a public spectacle with lots of media surrounding it.

The connection with this guy and his phony "companies" is proven on his own website he created to defer attention away from what he was really doing by accusing everyone else under the sun of doing it and how "innocent" he was. Indeed several cases he presented on the site were true, taken from the events already published by the media like the scandal in Spain and such. The underlying scheme for the site though was to continue to try to legitimize the illegal stamp productions of his own making. Here is a snapshot of his attempt to threaten the UPU and its members with legal action on the case of creating UPU circulars denouncing his counterfeit illegal stamps. I put it together from snapshots of his site permanently recorded and archived on the Wayback Machine which anyone can find. Read it, then read on.....

This is absolute proof that this man is the producer of the illegal stamps denounced by the UPU circulars by his own admission on his own website. This is one reason he took the site down. It was not a smart move on his part as he exposed himself in public! I am quite certain he wishes the Wayback Machine does not exist. Then again, maybe he still doesn't know about it. He will now!

So were damages ever claimed in a court of law anywhere against anyone? Nope. Were the UPU circulars ever taken down? Nope. Were the illegal stamps produced by this clown ever legitimized as genuine? Nope. Did anything ever happen in regards to this threat? Absolutely nothing! Why? Because he was caught and exposed for the production of illegal stamps in the name of Madagascar. Just like he was for Niger, for Mali and as the research is ongoing, for the Russian Federation illegal stamps as well. Was his threat to me of legal action ever enacted? That was in 2017. I am still waiting.....

You will find this con is still selling illegal stamps to this day. Mainly working out of Hipstamps under the name artstamps. The real name is isabeldelatour. Kicked off Delcampe long ago for selling illegal stamps. Still on eBay but selling nothing. Was not so in the past. Check this site.

Selling some of the latest and greatest 2019 counterfeit illegal stamps in the name of Madagascar as well. A connection? You bet! A three decades old connection. I have all the documented evidence and proof who this seller really is. Will there be repercussions? I wish!

I also wish to note that the 2020 page is getting quite large. These criminals have become worse and will not stop until the UPU and the postal administration for Madagascar take legal action against the named dealers who are distributing them to the worldwide stamp market. They are involved in the production and distribution of new counterfeits at a rate of about 10-20 new souvenir sheets a month! Visit the 2020 page to know what to avoid in current times.

End 2020 Update

2022 UPDATE

The cons continue. Since the 2020 update they have continued to produce a massive amount of counterfeit illegal stamps in the name of Madagascar. In 2021 they have produced 113 different counterfeit souvenir sheets! The timeline of the production is documented on the new 2021 page. I have also added the new 2022 page because the freaks continue to produce illegal stamps and distribute them through online venues like eBay through the now renowned counterfeit selling dealer eren3049 and through Hipstamp. So far according to the WNS system no stamps were issued in 2021. I found an article stating that Madagascar did indeed issue a set of 6 stamps on the topic of the Lemur. Of course they look nothing like the British produced counterfeits. So if you want to see a massive fraud being enacted on eBay just go there and search in the stamps category for "Madagascar 2021" or "Madagascar 2022". See live a criminal operation occuring in "real-time". Hopefully, in this year (2022) this criminal dealer will be taken down...permanently. Then you will see a massive swath of counterfeits dissappear as well. Then when you search the above years you will find virtually nothing listed! This will happen for many years under a number of different country searches.

End 2022 Update

In my research on what and who is selling these illegal stamps I was amazed at what is being sold on eBay alone! For Madagascar there are basically four major distributors and a number of "connected" sellers of these illegal stamps. These sellers are major dealers and in my opinion and many others they should be banned from selling anything as they are ripping you and the rest of the stamp community off by not describing them for what they are!

All of these stamp dealers are already on the simple lists I created when researching Benin but are now as I go farther into the research "prominent" in selling illegal stamps. The U.P.U. should go directly after these dealers because they are obviously connected with the producers of illegal stamps. The dealers by user name on eBay are:

eren3049 based in the United Kingdom owned by Erwyn Rentzenbrink. Business name is W4 Stamps and Collectables. Illegal stamp sales were completely shut down on Delcampe under the user name w4stamps.

europolstamps located in Poland (already pumping out illegal 2016 stamps in mass and is obviously directly connected to the producers)

sgi-stamps located in Switzerland (also putting out new 2016 illegal stamps)

marlen-stamps located in the United States (has been and is as usual a top illegal stamp dealer for decades, obviously connected)
Owned by Leonard Cohen in the United States (all Madagascar counterfeits eliminated from his sales in April 2020 which numbered over 1000 sales
continues to list the newest ones disregarding warnings.)

snowflower2008 located in China (adding you to the list, massive seller of illegal Madagascar stamps)

globalphila states based in the U.S. but actually based in Lithuania and owned by Mr. Anton Vesialou (also states based in Spain at times)
Evidence now shows him to be the producer and main distributor of his "style" of counterfeit illegal stamps in the name of many countries.

lbphilatel owned by Larry Philips (Long Beach Philatelics) in the United States. Was slammed for selling counterfeit illegal stamps in 2020 in eBay and now making only small attempts to move them.

pdcollectables2010 owned by Daniel Dercole in Bournemouth in the United Kingdom (has not started with 2020 counterfeits....yet).
Likes to try to avoid detection by not listing the counterfeits with country of origin in titles and descriptions.

There are others but these users stand out like a soar thumb.....appearing proud to rip you off!

The illegal stamps described in this circular and what are imaged on this and the following pages are still on the market today. They are available through private stamp dealers and their websites. They are available on eBay and Delcampe. They are everywhere! These illegal issues are fabrication of stamps that have never had any postal validity in Madagascar and have been denounced as fraudulent. They were and are created by certain greedy, unethical and immoral stamp dealers. Any stamp seller out there that offers these "stamps" either does not know they are illegal stamps or is deceitful and they should be avoided at all costs. The deceitful ones prey upon unknowing collectors new and old. They prey upon topical collectors mostly because the majority do not have the knowledge that they are worthless in the stamp market. Some are quite obvious (like the named ones above) because they have hundreds of lots available on eBay and other public auction venues.

For years now there has been arguments as to whether these issues should be imaged for public viewing. The against argument being that collectors that see images of them will want them for their collections. We can see by the availability on the market and the sales generated that this argument has not worked. By only relying on descriptions of the illegal stamps through the UPU circulars the majority of collectors don't even know what they are.

I am a firm advocate against illegal stamps and the creators of them and the sellers of them. Perspective buyers of them need more than UPU circulars to be alerted to the problem. They need to see them and be able to recognize them when they are searching for stamps to buy on the internet or at stamp shows or buying from local dealers.

Because I am independent and run a site that is very public for collectors, I have decided that it is time for someone to display images of these illegal issues that have and are being reported to the UPU. The countries that are being victimized by these fraudulent printers need help and the UPU is not enough. It is up to you and me to get the word out and to let everyone know and understand about them since auction venues, stamp societies and catalogs seem to want to ignore the problem. Some who sell these fakes are large volume stamp dealers with supposed impeccable reputations. Some are in high positions in the stamp societies and in the auction venues. They in turn are avoiding the very problem by allowing these kind of sellers to peddle this junk because they also sell legitimate stamps on a large scale. The only way to stop the flow is to hit them where it hurts.

If they are selling this junk then avoid them!
Even if they have legitimate stamps for sale. Buy from sellers that do not have these in their offerings. If you are buying legitimate stamps from them you are still supporting the illegal stamp trade because they are supporting it. Tell them that you do not want to buy from them because they sell illegal stamps. There is no excuse to make them available to anyone.

The following images are of illegal stamps produced for Madagascar. Please remember that the producers of these illegals are not only greedy, they are crude and sometimes disgusting which is the nature of these people. For some countries a certain section of the circulars I will not publish because they are offensive to many. Any "stamp" with imagery of what is described in that section is obviously fake and the country would never approve of or promote such trash. If you like that stuff, buy a magazine and cut out the pictures. Both are worth the same.

Or use a respectable catalog like Scott or Stanley Gibbons. Do not listen to these dealers trying to convince you they are something other than illegal stamps. Catalogs like Michel and Yvert appear to have been influenced by the sellers of illegal stamps getting some listed in their catalogs. Sorry to say but they are betraying the honor and trust of the stamp collecting community by allowing these criminals to influence them.

Here we go!

All imaged illegal stamps are proven to be just that because they are either described by the circulars or are not listed on the WNS site. For the years 2000-2002 the research is based on what has been presented on the Stampworld and Colnect websites.

Many of the following illegal stamps can be found as imperforates. Many exist on fake First Day Covers too.
Most times now (2016) the souvenir sheet sets and sheetlet sets are sold individually. In some cases the stamps have been removed from the sheetlets and souvenir sheets. All of these "tactics" are used to avoid detection by UPU circular descriptions.

Sellers that call these "private", "locals", "Cinderella's", "unauthorized" are deceiving you. They are illegal stamps produced by a stamp dealer that is bent on ripping you off! Some sellers state "we offer them because they are on the market". Well how about you use a different dealer because that seller is "on the market"? If the stamp societies, auction sites and all other venues kicked these sellers off of their sites then they would have to comply or lose their ability to sell anything.

The following images are free for the use of all to use to alert the public to them. If anyone wants to make a public list of users on eBay, Delcampe and elsewhere who are selling these issues....fine by me since the UPU, PWMO and others appear to have given up or have not been updated in years.

If you have purchased any of these stamps from a dealer or if that dealer offers them, you should avoid that dealer! You will only be supporting illegal stamp makers who are only ripping you off.

I present the 1999 illegal stamps and a few earlier issues before 2010 because not a lot is offered on eBay showing a lot have either been sold off or stopped in varying degrees. Earlier illegal stamps are generally very shoddy prints.

I note for Madagascar that the problem has become much worse starting in 2013 onward as you will see. The dealers and producers have become quite emboldened since no real retaliation has been enacted against the criminals.

Because the circulars are vague for Madagascar I am presenting what I found easily available on eBay and present the images by year dates.

1999

It all started in this year for Madagascar. A huge production of these fake stamps occurred and there are now many victims of these criminals. Hopefully these pages will influence collectors and non-collectors to avoid purchasing these and in turn avoid purchasing anything from these sellers of which some have already made their fortune selling this junk.

I must note also that a number of the illegal stamp sheets have the Mayfair International Ltd. logo boldly placed on them. The president of the company was Mr. Juan Carlos Marino Montero. Some will be shocked when they learn what these people have been up to for decades and sadly....are still up to it to this day. Yes, the exposure is real and the puzzle is very close to completion. Justice must be served.

Again I stress this is not every illegal stamp issue for 1999. It gives you the information needed to know what styles of stamps to be wary of. If the seller does not use major catalog numbers like Scott numbers to describe the issue then more than likely there is something wrong and you should check further before purchasing anything from that seller. Most legitimate sellers will give you a major catalog number like a Scott number to reference by if they are selling legitimate issues.

You can see that illegal stamps for Madagascar are a huge problem that saturates auction venues like eBay. All caused by greed of stamp dealers that apparently cannot make it selling legitimate issues because they are no good sellers!!

2004 Hawks Stamp Sheetlet of Four

Noting on eBay I could only find this one searching for "Madagascar 2004". You will find that all the earlier illegal stamps have the same styles as earlier illegal stamps of Benin, Djibouti and the Ivory coast. If they look like them....they are them.

Presently being offered as individual lots of one souvenir sheet at completely ridiculous prices. Some of these people have tons of them. Don't think "last one available" means anything! It is just a sales gimmick.

Possibly more pieces are around. Note the 2009 International Year of Astronomy Logo on two of them. NASA 50th Anniversary Logo. Even an Alien head logo! These people will try anything to get in your pocket! Usually most countries do not put so many logo's on their issues. This is just a ploy to get topical collectors of all kinds into a buying frenzy.
These are imperforates and some of these sellers are wanting $50.00 for one!
They are not even worth 51 cents!

2011 50th Anniversary of the World Wildlife Fund (WWF)

That is right. These criminal producers will even steal and infringe on the copyrights for the WWF. Probably more belong to this one as well. This is the only one I spotted during the scanning. Remember, the purpose of this page is to show you just how bad the problem is now. It is not to show every single illegal stamp these people are churning out on their junk printers. Simply in some cases "examples" of them.
