Information and Reference of illegal stamps for Uganda Dating 2013 Through 2015

In 2012 Uganda signed a contract with the stamp agency Stamperija. Little did they know apparently that this company would mass produce numerous sets of topical issues unrelated to the country using the same topics as the illegal stamp producers have, were and are using.
The sales on eBay jump from 25 offerings for 2011 Uganda issues to over 200 offerings for 2012 Uganda issues. On Delcampe they jump from 24 offerings to a whopping 984 offerings! This again is yet another example of the abusive stamps problem. This problem with this company continued through 2014 when apparently Uganda said enough is enough and forced the company to stop the abuse.

I and others have several "beefs" with Stamperija. The first is the fact that even though they no longer have any official contracts with Uganda, they continue to run their webpages stating they are the "official" stamp agent for Uganda. You will hit this page in searches for "Uganda Official Stamps" and other search terms as well. This page is designed to basically "hijack" unknowing collectors and visitors into thinking this is the official Uganda post website. THIS is the official website.

The statement "You have entered the official website of Uganda postage stamps" can throw many people off on what it really is. Just a place for the company to promote ONLY its own abusive stamps.

The second and most important (at least to me) problem with this company is its linked "Illegal Stamps" page which denies the existence of any Uganda illegal stamps existing. Here is a snapshot taken on August 8, 2020.



You can see it states:
"Currently we have received no information about Uganda illegal postage stamps."

This is a complete understatement and is stated on every country page like this that this agency runs contracts with. The owner knows fully about them. The explanation of what the illegal stamps are is also fully worded to divert what illegal stamps are. They are counterfeit stamps and nothing this stamp dealer owned company or any other stamp dealer states to the contrary is to be believed as you can see they all want the term counterfeit to be avoided at all costs because the selling of counterfeit goods is a crime in any country and thus a punishable offense that can be used to stop the production and sale of them permanently.

The following images are of illegal stamps produced for Uganda. Please remember that the producers of these illegal stamps are not only greedy, they are crude and sometimes disgusting which is the nature of these people.

You should therefore use a respectable catalog like Scott or Stanley Gibbons. Do not listen to these dealers trying to convince you the following displayed stamps are something other than counterfeit illegal stamps.

To find out what stamps are real and legitimate for Uganda visit the UPU WNS website and look at the Uganda section. Uganda has posted every official stamp they have issued since the WNS system was created in 2002.

Some of the illegal stamps are shown in their Cinderella section and noted as Cinderella. This is a major error as they are not Cinderella stamps by any circumstance. The only counterfeits they show are for some of the illegal stamps dating 2016. There are many more as you will see.

Many of the following illegal stamps can be found as imperforates. Some exist on fake First Day Covers too.
Most times now (2020) the souvenir sheet sets and sheetlet sets are sold individually. Many times the stamps have been removed from the sheetlets and souvenir sheets. All of these "tactics" are used to avoid detection by UPU circular descriptions.

Sellers that call these "private", "locals", "Cinderella's", "unauthorized" are deceiving you. They are illegal stamps produced by a stamp dealer that is bent on ripping you off! Some sellers state "we offer them because they are on the market". Well how about you use a different dealer because that seller is "on the market"? If the stamp societies, auction sites and all other venues kicked these sellers off of their sites then they would have to comply or lose their ability to sell anything.

The following images are free for the use of all to use to alert the public to them. If anyone wants to make a public list of users on eBay, Delcampe and elsewhere who are selling these issues....fine by me since the UPU, PWMO and others appear to have given up or have not been updated in years.

If you have purchased any of these stamps from a dealer or if that dealer offers them, you should avoid that dealer! You will only be supporting illegal stamp makers who are only ripping you off.

2013

In 2013 an almost complete shutdown in production of illegal stamps in the name of Uganda happened. The owner of Stamperija, Algirdas, has stated that he has some influence over the illegal stamp producers in forcing them to stop when the country involved is under one of his contracts. This shows to be true with Uganda as well as the production of illegal stamps by the Eastern European producers comes to a virtual halt.

I could only find evidence of illegal stamps in the name of Uganda for the year 2013 in one set. This set being geared toward the sales to Chinese victims of the illegal stamp producer.

This counterfeit illegal stamp souvenir sheet is presently being offered by:

imperialmintny located in the U.S.A. on eBay who has numerous copies of it.

gazmito located in Poland. A very bad counterfeit illegal stamp dealer. Avoid!

This was the only illegal stamp sheet produced in 2013 in the name of Uganda. Meanwhile Stamperija again churns out the abusive issues. On eBay as of August 2020, over 150 sales are running of the 2013 issues while on Delcampe over 750 sales are running! It is guaranteed none of the profits are going to Uganda.

2014

In 2014 Stamperija continues the abuse producing yet another mass of topical issues unrelated to Uganda. At this time IGPC gained their contract with Uganda. When you look at the WNS system you can see that none of the Stamperija issues are shown but all of the IGPC issues are shown. This is because the UPU found that Stamperija was once again breaking every UPU rule. The stamps being printed by the agent with no security controls at all. The stamps not available in Uganda and only being sold through Stamperija's private website. Uganda must have come to this realization as well because in 2015 Stamperija no longer had contracts with Uganda.

In 2015 the Russian based dealers who I believe are also the producers appear. The company is called Topnimarka.com located in Moscow Russia.
They have created a new website called stamps-world.eu as well in 2019. Everything they are selling is fake and counterfeit stamps.
They are mass producing counterfeit illegal stamps in the name of many countries. The "styles" unique to themselves, these people are producing and selling counterfeit stamps at a massive rate dating to current times.

The Russian based company has produced the following counterfeit illegal stamps dating 2014 in the name of Uganda. They are not commonly seen on the main stamp market because we are fighting for you to keep them off the main market. Should this company be allowed to run accounts on the main stamp venues like eBay and Delcampe, you will see a new flood of illegal stamps worse than ever seen before. This company is consistently trying to create new accounts on the venues to move them into the main stream market. Should you see them on sites like eBay and Delcampe, you can report them to me and I can assure you that they will not be there long!

I have discovered that this company is producing counterfeit stamps in later years and back dating them as shown in the Haiti section for instance. For Uganda this is the case as the following 2014 counterfeit sets were made in 2016 and back dated 2014.

2015

In 2015 Uganda issued only two sets. Both sets are stated on the WNS system to be made by Stamperija. We can see that both sets are on topics relating to Uganda. Both sets are conservatively made. It is interesting that neither set is offered on the Stamperija website and there is no reference on the Stamperija website that any stamps were made in 2015 for Uganda by them. Interesting yes?

It appears the Eastern European producers still were "holding back" possibly because of the presence of Stamperija. Still, several sets were made. This first counterfeit set on the topic of Christmas is presently be offered by the user on Delcampe named gazmito. He is "hiding" it by stating in the title it is a 2012 set. This dealer is offering many counterfeits and should be avoided by everyone. His account needs to be removed.
The set was previously being sold by collect4all who had his account removed for selling illegal stamps.

This next set was being sold by the user on Delcampe named philove located in Russia. The user kicked off Delcampe for selling counterfeits. The connection with this user and Topnimarka is obvious. Although this Topnimarka does not have this set available on their website it is quite obvious by the style and the topic and other sales by this user as to who made them.

The following sets are produced and distributed by Topnimarka.com. All of them were produced in 2016 and back dated 2015 except for one which was produced in 2019 and back dated. I note that on the set. This is when Topnimarka really started ramping up counterfeit production.

The following set is and has been partially sold by several users on the venues. I have not seen the souvenir sheets of 1 offered but have seen the souvenir sheets of 4, 3 and 2 offered and sold.
Past sales on Delcampe show philove based in Russia selling them. Account removed. Several sales of them on eBay have happened but evidence is now gone. Avoid them!

This counterfeit illegal stamp set was created in 2019 and back dated to 2015. It was never on the market until 2019.

In 2016 the nightmare from Topnimarka really begins. More counterfeit sets dating 2016 in the name of Uganda created by yet another producer also arrive on the market.
