The following images are of illegal stamps produced for Niger. Please remember that the producers of these illegal stamps are not only greedy,
they are crude and sometimes disgusting which is the nature of these people.
To find out what stamps are real and legitimate for Niger visit the UPU WNS website and look at the Niger section. Sadly because the system was
not online until 2002, it does not help in identifying the early era illegal stamps. It does show from 2002 through 2010 what the official stamp issues were
in accordance to what the postal authority said in the circular. One should not buy any other issues unless only paying pennies for them. Again, sadly, the country
has gone "rouge" against all UPU guidelines for philatelic best practices in regards to stamp production and issuing. I for one would kick them out of the UPU
if they continue on this path. The stamps produced to this day are not anything but made to profit from collectors and are 99% excessive of postal needs.

Many of the following illegal stamps can be found as imperforates as well.
Most times now (2020) the souvenir sheet sets and sheetlet sets are sold individually. Many times the stamps have been removed from the sheetlets
and souvenir sheets. All of these "tactics" are used to avoid detection by UPU circular descriptions.
Sellers that call these "private", "locals", "Cinderella's", "unauthorized" are deceiving you. They are illegal stamps produced by a stamp dealer
that is bent on ripping you off! Some sellers state "we offer them because they are on the market". Well how about you use a different dealer
because that seller is "on the market"? If the stamp societies, auction sites and all other venues kicked these sellers off of their sites
then they would have to comply or lose their ability to sell anything.
The following images are free for the use of all to use to alert the public to them. If anyone wants to make a public list of users on eBay, Delcampe
and elsewhere who are selling these issues....fine by me since the UPU, PWMO and others appear to have given up or have not been updated in years.
If you have purchased any of these stamps from a dealer or if that dealer offers them, you should avoid that dealer! You will
only be supporting illegal stamp makers who are only ripping you off.
2018
In 2018 the agency Stamperija continues to pump out abusive stamp sets in the name of Niger. In a search on eBay in present time (2020)
799 listings are currently running of these abusive issues dating 2018. On Delcampe over 5,200 listings of which almost all are these abusive issues is
running! The majority on both sites being offered by a small group of dealers associated with the agency. Several are also notorious illegal
stamp dealers. The number of stamp sets produced by this agency in 2018 according to the Stampworld online catalog was a staggering 200 different
souvenir sheets again! All of them common topics geared toward topical collectors having nothing to do with the culture or heritage of Niger.
Divide them up to individual stamps, (nearly half the souvenir sheets having four stamps on them), you come up with another 500 individual stamps
again! So now we have in four years over 800 different souvenir sheets made in the name of Niger. This is completely ridiculous.
This is for a country with a population of 22.4 million people in 2018. The majority never using the postal system for anything.
This is why they are called "abusive stamps" and this is why this company is considered by the UPU not a good option for any country to use as an agent.
In 2018 the Russian based dealers who I believe are also the producers gets much worse. The company is called Topnimarka.com located in Moscow Russia.
They have created a new website called stamps-world.eu as well in 2019. Everything they are selling on both sites is fake and counterfeit stamps.
They are mass producing counterfeit illegal stamps in the name of many countries. The "styles" unique to themselves,
these people are producing and selling counterfeit stamps at a massive rate dating to current times. They are producing fake stamps for countries controlled by Stamperija. Stamperija's
owner has stated that he knows who most of the counterfeit producers are and has some control over stopping their productions at least for countries he has contracts with.
This is shown to have happened with Niger on the 2013 abusive stamps page. This is not the case for
this producer. Being located in Russia, I guess they believe that nobody can stop them. I am exposing them which is the first step.
I note that Stamperija knows who these people are and what is being produced. Yet even though they know, they are not warning anyone including
the postal authorities of the countries this company is distributing counterfeits in the name of that are contracted by Stamperija.

You will see a link on the left for Illegal Stamps. Go to it and read the line at the bottom. It states:
"Currently we have no information about illegal Niger postage stamps."
This is a complete understatement and is stated on every country page like this that this agency runs contracts with. The owner knows fully about them.
The explanation of what the illegal stamps are is also fully worded to divert what illegal stamps are. They are counterfeit stamps and nothing
this stamp dealer owned company or any other stamp dealer states to the contrary is to be believed as you can see they all want the term counterfeit
to be avoided at all costs because the selling of counterfeit goods is a crime in any country and thus a punishable offense that can be
used to stop the production and sale of them permanently.
The Russian based company has produced the following counterfeit illegal stamps dating 2018 in the name of Niger. They are not commonly seen
on the main stamp market because we are fighting for you to keep them off the main market. Should this company be allowed to run accounts
on the main stamp venues like eBay and Delcampe, you will see a new flood of illegal stamps worse than ever seen before. This company is consistently
trying to create new accounts on the venues to move them into the main stream market. Should you see them on sites like eBay and Delcampe, you can
report them to me and I can assure you that they will not be there long!

In 2018 Topnimarka continuing to be emboldened by Niger and Stamperija and the UPU doing absolutely nothing to stop them, produce a massive number of souvenir sets
that rivals the excessive production of abusive stamp issues Stamperija was doing. This status can change at any time as we have
discovered the company has and will create new illegal stamp sets and "back-date" them as if made in prior years.
I note them as such and tell you when they were really created.
As of June 2020 they have made 71 counterfeit illegal stamp souvenir sheet sets. They have created 15 of those sets after 2018
and back dated them by inscribing them with the year 2018. All the back dated sets were created in 2019.
Noting in this year the criminal producer made numerous sets on the topics of the Olympics, Napoleon and John F. Kennedy. Also making
multiple sets of the same topics like insects, lighthouses and so forth. Also, as usual, lots of Russian propaganda topics as well.
Also noting that again many are photoshop type program enhanced images taken from the internet that practically anyone could make. Some are
down right atrocious distortions of the images that anyone in their right mind would avoid buying!

to make them at any time. As of June 2020, if the sets displayed here are missing the souvenir sheets of 1, it is because they

Note the background image on the top left souvenir sheet then look at one of the single stamps on the Cuban Missile Crisis
set of Mr. Kennedy and you will see the criminal producer just put it on that stamp. He does this constantly between different sets
and years and countries he is producing the illegal stamps in the name of. He did it again with this image on the back dated set below.
Rather than use new content this criminal wants you to buy the same images over and over again!

Built up to ripping off eBayer's at around $7,000.00 in his last month and growing bigger over his prior months for this counterfeit garbage.
I wonder how many of his victims know they got ripped off at $25.00 a set? Good riddance!

Again I must state, just like the last two pages, this one page shows you even more the extent of damage that one criminal person or group of people can do to the philatelic market. This is why
stricter laws, rules and enforcement need to be established against these types of criminal producers and their distributors in which
to apprehend and bring them to justice no matter what country they reside in or run to when exposed.
In 2019 this company continues unhindered! Topnimarka produces 61 more sets of counterfeit illegal stamps dated 2019 of which 6 sets have been produced in 2020 and back dated.
Expect to see more back dated issues appear as these pages have been created in the middle of 2020!
