Information and Reference of Abusive Stamps for Niger Dating 2013
The following images are of abusive stamps produced for Niger.
To find out what stamps are real and legitimate for Niger visit the UPU WNS website and look at the Niger section. Sadly because the system was
not online until 2002, it does not help in identifying the early era illegal stamps. It does show from 2002 through 2010 what the official stamp issues were
in accordance to what the postal authority said in the circular. One should not buy any other issues unless only paying pennies for them. Again, sadly, the country
has gone "rouge" against all UPU guidelines for philatelic best practices in regards to stamp production and issuing. I for one would kick them out of the UPU
if they continue on this path. The stamps produced to this day are not anything but made to profit from collectors and are 99% excessive of postal needs.

Niger post has been doing well after the Impressor nightmare that ended in 2002. But in 2011 it all started to go bad
for Niger. Throughout the years 2001 through 2010 only "issued" and listed stamps are available online. Then all of
a sudden in 2011 new illegal stamps appear. These being the unique style distributed by globalphila (user on eBay) and
his associates like Marlen Stamps and others known to sell past and current illegal stamps distributed by this user.
In 2013 everything changed for Niger. Instead of remaining a conservative stamp issuing entity they gave a contract to
the Stamperija stamp agency. Of course, as soon as this company gained the contract the abusive stamps started pouring out
like water on to the stamp market. In the searches on the main stamp selling auction venues like Delcampe and eBay where the
number of listings ran in a search for "Niger 2012" at 4 on eBay and 70 (mostly the illegal stamps shown on the 2012 page)
it suddenly changes dramatically. Presently in 2020, with a search for "Niger 2013" the number of listings increases
to around 816 listings on eBay and 3,482 on Delcampe! This getting considerably worse through the years to present times. This is why the
stamps made by this company are considered abusive and not listed on the UPU WNS site. Sadly the Scott catalog and the other main
catalogs are listing most of them. Stanley Gibbons holds fast and is not listing them which is good. Try to find almost all of them
to be postally used in Niger and you will find it is not so. The "stamps" are sold directly by the agent and in many cases have reportedly never
even been seen in Niger at all!
There are cases being reported now that people have purchased these stamps directly from Stamperija and then taken vacation trips and such
to the countries they are made for, only to find the postal agents will not honor them to mail correspondence from their country. The
surprised people then having to pay double to get their packages and letters sent. This is happening at the countries main
postal branches where the philatelic departments are located. Some explanations by Stamperija that have been presented are not viable.
Stating some are sent to these administrations has been found to be a false statement in numerous cases now in several countries this company
has contracts with. The main postal agents telling the customers who purchased the stamps directly from Stamperija literally, "these are fakes!".
Here are a couple examples of how extensive and abusive these sets are that are being produced by this company. Because they are
being "listed" by the catalogs, I will not place the "illegal stamps" watermark on them. Rather I place the "Abusive Stamps" watermark on
them instead because that is what they are. What country would even need such a set as these to be made, let alone having any
interest in most of the topics being produced which have nothing to do with the culture or heritage of the country named on the stamps?
Every rule and guideline set out by the UPU for countries who are members to follow has been broken by this company from excessive production
to printing their own stamps instead of using high security printers to producing massive numbers of topics having nothing to do with the country
they inscribe the countries name on. In other words...these are "legalized" illegal stamps using exactly the same form and tactics as the illegal
stamp producers have and are using to this day.
This first "set" is just a mass of different topics from Albert Einstein to Fire Trucks to Butterflies. It has no commonality or theme other
than what I have titled it. Yet it is considered a set. It is obviously meant to get money out of as many topical collectors as possible being sold individually
at high prices. A complete rip off just like the illegal stamp producers do with the counterfeits.
The complete set as listed in Scott catalog is not imaged.

This second example shows again the same pattern. A mass of topics with no commonality or theme. Simply geared to make money off of topical
collectors. The Scott pricing at the time these were first being listed for the complete set was $290.00 for the set of 23 sheets of 4 and
$250.00 for the set of 24 souvenir sheets of 1!! Were and are they insane? They are not worth anything because they are not used in the country,
they are produced to rip money out of topical collectors, they are excessively produced with absolutely no security measures and they break every
other rule and guideline set forth by the UPU.
These "sets" like the one imaged have been recently offered for $20.00 and not sold.

This form of abuse to the stamp market continues today (2020) and needs to be stopped. The catalogs need to stop listing them and the UPU
member countries need to take the countries that have gone rouge in allowing this abuse to task by either making them stop the abuse by ending
contracts or changing the status of the contracts they sign so as not to allow this abuse with these agencies or face expulsion from the UPU. Period!!
In 2015 even Stamperija began to lose control over production of illegal stamps in the name of Niger.
