Information and Reference of illegal stamps for Egypt according to U.P.U. Circular 157 and online research

On December 4, 2017 the National Post Organization for Egypt by request to Jean-Alexandre Ducrest (Director of Logistics) posted to the Universal Postal Union a circular warning of the discovery of a number of illegal stamps created with their country name that are on the market. The circular describes and shows examples of several souvenir sheets recently produced. The circular is very incomplete in my opinion and the UPU representative could easily have found that there is much more than just a single souvenir sheet in the counterfeit sets and that there are numerous more counterfeit illegal stamps that were produced before the time of the issuing of the circular.

This circular shows how incompetent the so called "experts" within the U.P.U. are. A unified demand by all the victimized countries to force the U.P.U. and these self proclaimed "experts" into taking firm action is needed. Because they have sat on their hands for all of these years now, the counterfeit illegal stamp problem has grown to an incredible massive problem within the stamp market. Because of their lack of expertise, not wanting to get involved and possible corruption within their own ranks, we are now in a massive war to try to save our hobby.

The counterfeit producers are now targeting countries like Egypt because they have been emboldened by the "do nothing" attitude within the U.P.U. in regards to unifying the victimized countries into legal action against the obvious producers and distributors of the counterfeit illegal stamps. The evidence to convict them is all over the internet! The data preserved in many places that can be used to take this relatively small group of criminals out of business permanently. I personally know some of them by their business names and their personal names! It was easy to figure out.

This page and the 2018 page will show you just how incomplete this circular is and what little effect it had on the producer of all the counterfeit illegal stamps made in the name of Egypt of which it is now a very small portion of what this one producer has made in the name of many and I mean many countries around the world!

The following images are of illegal stamps produced for Egypt. Please remember that the producers of these illegals are not only greedy, they are crude and sometimes disgusting which is the nature of these people.

Or use a respectable catalog like Scott or Stanley Gibbons. Do not listen to these dealers trying to convince you they are something other than illegal stamps.

You will find the styles and designs of the following illegal stamps completely different.

Here we go!

In 2015 the Russian based dealers who I believe are also the producers appear. The company is called Topnimarka.com located in Moscow Russia. The user name was kir30kirill on eBay who since November 2019 has been kicked off for selling nothing but counterfeit illegal stamps! They have created a new website called stamps-world.eu as well in 2019. Everything they are selling is fake and counterfeit stamps. They are of pure evil and were not listing on eBay by country name to avoid detection and mass producing counterfeit illegal stamps in the name of many countries. The "styles" unique to themselves, these people are producing and selling counterfeit stamps at a massive rate dating to current times. They are even producing fake stamps for countries controlled by Stamperija. Stamperija's owner has stated that he knows who most of the counterfeit producers are and has some control over stopping their productions at least for countries he has contracts with. This is not the case for this producer. Being located in Russia, I guess they believe that nobody can stop them. I am exposing them which is the first step.....

All of the counterfeit stamps that follow were produced and are being sold by this company right now.

All of the following illegal stamps can be found as imperforates.
Many times now (2020) the souvenir sheet sets are separated and are sold individually. Many times the stamps have been removed from the souvenir sheets. All of these "tactics" are used to avoid detection by UPU circular descriptions and/or experts like myself.

Sellers that call these "private", "locals", "Cinderella's", "unauthorized" are deceiving you. They are counterfeit illegal stamps produced by a stamp dealer that is bent on ripping you off! Some sellers state "we offer them because they are on the market". Well how about you use a different dealer because that seller is "on the market"? If the stamp societies, auction sites and all other venues kicked these sellers off of their sites then they would have to comply or lose their ability to sell anything.

The following images are free for the use of all to use to alert the public to them. If anyone wants to make a public list of users on eBay, Delcampe and elsewhere who are selling these issues....fine by me since the UPU, PWMO and others appear to have given up or have not been updated in years.

If you have purchased any of these stamps from a dealer or if that dealer offers them, you should avoid that dealer! You will only be supporting illegal stamp makers who are only ripping you off.

2015

The first set produced is the Coins set. It is dated 2015. That is two years that it has been out there before this circular was ever produced.The circular only shows you a single souvenir sheet. This is the full set with compliments of Topnimarka.com providing them!

They then laid low for the year probably to see if anybody like Egypt or the U.P.U. would react. Obviously they did not.....

2016

In 2016 the company produced another set. Then again laid low to see if there would be a reaction. This set is not described nor shown in the U.P.U. circular.

2017

Emboldened by no reaction, the producer creates a number of sets this year in the name of Egypt. In this year the producer massively increased the numbers of set produced in the names of many other countries. These are the sets that caught the eye of the National Post Organization for Egypt.

Again only the souvenir sheet of four is described and shown in the circular.

In following the "order" of the imaged illegal stamps in the circular they show this souvenir sheet as denounced by the National Post Organization for Egypt.
The problem is....it is not produced in the name of Egypt. It was produced in the name of Laos PDR and as you can see has completely different denominations!

Now here is a question......

In my research to find all of the easily recognizable counterfeits in the name of Egypt on the Topnimarka website, low and behold! The dealer has placed the Laos PDR set in "error" in the Egypt category and states it is from Egypt! The question is.....

How could the producers of the circular make the same error?

In my book there is only one way. They were looking at the counterfeits on the Topnimarka site or in their sales on eBay or Delcampe. I go for the former because on the auction venues the dealer did not use country of origin in his titles nor descriptions. Only on the private website do they state the country names. They were running 4,000 plus sales so picking out Egypt would have been extremely difficult on the auction venues.

One problem I have with the director who produced the circular is how he has and still wishes to continue to "downplay" the illegal stamp problem. He wants to deny the financial extremity of the industry where I can tell you this producer alone was selling sets of counterfeits just like these like hotcakes on eBay at $25.00+ each!!! Snapshot images are saved of the sales. eBay is only one location these people were and are using to distribute counterfeits. How many Russian victims are there? Most Russian stamp collectors don't even know what illegal stamp are! These criminals proudly call the counterfeits "postage stamps" and state boldly that they are made in the countries that are being victimized right on their website!
How about having the Russian postal authorities take a little visit to their store....right in the middle of Moscow?

Here is a clear image of the Laos PDR souvenir sheet. Now how could this be "missed" when creating the circular?

Moving on!

Again only the souvenir sheet of four is described and shown in the circular.

Then last is the "Renaissance Painters" set. At least this time they got it right with it having two souvenir sheets.
The counterfeit stamps are actually imaging paintings by Orazio Centileschi and that is how I will title them.
