I have found the Stampworld.com Catalog to be helpful as well although as stated above there are "conflicts" between what is listed there and what is on the Colnect catalog. Namely listing certain years of the abusive Impressor S.A. issues. I have given more details on this on certain pages.

Or use a respectable catalog like Scott or Stanley Gibbons. I have found that Michel and Yvert list many of the Impressor S.A. issues whereas Scott and SG do not. Namely because of no evidence of postal usage. You can obviously see the similarity of the Impressor S.A. issues using the same topics as the illegal stamps. They have been massively produced in all kinds of forms from souvenir sheets, deluxe sheets to gold foil stamps. Certain recent years are being almost exclusively sold by a German dealer who consistently puts in his titles "OFFICIAL ISSUE" as if there is something wrong with them.
Which there is.....
THEY ARE ABUSIVE STAMPS made only to sell to collectors produced in excess of postal needs and as stated above, showing no evidence of postal usage.

You will find the styles and designs of the following illegal stamps completely different.

Many of the following illegal stamps can be found as imperforates and as color proof sets as well. Many fake First Day Covers exist as well.
Most times now (2020) the souvenir sheet sets and sheetlet sets are sold individually. Many times the stamps have been removed from the sheetlets and souvenir sheets. All of these "tactics" are used to avoid detection by UPU circular descriptions and experts like myself.

Sellers that call these "private", "locals", "Cinderella's", "unauthorized" are deceiving you. They are counterfeit illegal stamps produced by a stamp dealer that is bent on ripping you off! Some sellers state "we offer them because they are on the market". Well how about you use a different dealer because that seller is "on the market"? If the stamp societies, auction sites and all other venues kicked these sellers off of their sites then they would have to comply or lose their ability to sell anything.

The following images are free for the use of all to use to alert the public to them. If anyone wants to make a public list of users on eBay, Delcampe and elsewhere who are selling these issues....fine by me since the UPU, PWMO and others appear to have given up or have not been updated in years.

From 2011 forward the WNS system is "awaiting stamps for registration". This is probably caused by the turmoil within the country. The catalogs are now our only choice of reference. We are working toward the UPU correcting this problem. The WNS system cannot be a reliable source of reference if the countries (even in political turmoil) do not register properly. Awaiting stamps to be registered for years is not to be accepted!

The major catalogs nor the online catalogs list anything for Chad dating 2018. Even Stampworld stops.
Yet sales mainly by a German dealer and known counterfeit dealers of Impressor "issues" dating 2018 plague some of the online venues. This German dealer keeps putting "OFFICIAL ISSUE" in his titles. Really shady. Again, let's see some postal usage. Let's see catalog numbers for 2018 Impressor "issues". Some trumped up catalog numbers by some private dealer will not be accepted either. Removal of the sales is imminent....

The value of them is up for debate. Due to past abusive practices by this stamp agent who prints their own stamps against UPU standards proven over and over again, we cannot put a firm value on these as well. They have continued the abusive habits they did in the past for this country as well as other countries. There is no documentation on quantities produced, reprints made nor destruction of the original plates.
For 2016 let us see if they even had a valid contract to print stamps in the name of Chad!

None have been registered in the WNS system.

The UPU is very strict on what can be deemed as an official stamp issue by the member countries. The stamps produced by Impressor S.A. and Stamperija for the most part fall far below those standards set by the UPU and that is why they are not getting listed on the WNS system. Many people wish to say that the cost to register official stamps is too high. That is a bogus statement. $50.00 a stamp is not too high (I have found) for any country, poor or rich, to register. Due to the massive sale of all the questioned stamps being sold worldwide, there are plenty of funds available to pay the measly $50.00 per stamp. These agencies pay the countries a goodly sum for each "issue" they are authorized to produce and taking $50.00 from it is not going to harm their profits in any way. It is obvious what is going on here.

The problem with the catalogs.

Because of the conflicts caused by the major stamp catalog editors across the board we have lost our way in what is real, what is abusive and what is fake. Michel and Yvert listing many stamps not listed by Scott and Stanley Gibbons. Sadly in recent years even Scott catalog has "broken down" in listing abusive recent stamps that have no evidence of postal usage. Due to internal influences of "friends" or "payoffs" the editing has become "corrupt" and needs to be corrected. The catalogs need to follow the same standards as the UPU holds in regards to listing stamps with a value to the collector. Most certainly they have the right to list what they want, but if the stamp is of a questionable nature as many being listed are, that needs to be noted and no "value" placed on them as it was done in the past.
By placing them in listings without these standards the catalogs are breaking their own rules and are now also becoming unreliable sources.

It is therefore understood that any stamp in the name of Chad dating 2018 other than the Impressor "issues" (for now) is deemed a
COUNTERFEIT ILLEGAL STAMP!

In 2018 the production by the British counterfeit producer of counterfeit illegal stamps in the name of Chad ramps back up. Noting again at this point the producer completely ignores the fact that Impressor S.A. is still producing stamps in the name of Chad dating 2018.

As of 2020 I note that on eBay only counterfeit illegal stamps are being sold in the search for 2018 Chad stamps. Only a few offers of Impressor "stamps" is being made by only the one dealer in Germany. Nobody else is offering them! Why? In the search there really should be nothing found but these main counterfeit dealing distributors are happily selling them to many victims of their abuse. The day I wrote this page over 830 listing of these counterfeits in the search for "Chad 2018" are being offered mainly by this "group" of counterfeit illegal stamp distributors. That is going to be changed soon.
On Delcampe very few counterfeits are being offered in the same search but the German seller is spamming the Impressor "issues" like crazy. Why is this seller the only one selling these 2018 Impressor issues? Get my drift?

Already certain dealers are hugely "discounting" their sales of them. Namely because awareness of what they are selling and who they are is beginning to take its toll. We will continue pressure in every avenue until these people are gone....forever. Face it, there are some "bad apples" among the collecting and dealing community who have been doing this for over two decades that must be dealt with by removing them permanently from all venues of selling stamps. They should be brought to justice and their whole career in the stamp business permanently removed by legal action by the countries themselves.
Only by demand that the UPU initiate this action will this happen. That is....in the works.

The only one selling 2018 Impressor issues is user dhoefelmeier on eBay and Delcampe. If they were "official" why is nobody else in the world selling them?

Tribute to Stan Lee

This next group is a nightmare for collectors waiting to happen. The counterfeit producer has used the printing materials that made many of the stamp issues made in 1996-9 for Chad and used them to create this "tribute". It is possible these comic hero sets were produced at that time but were never authorized to be issued. Therefore the counterfeit producer has retained the actual plates that were made back then. I can tell you that this counterfeit producing family was and is notorious for retaining printing materials and plates for many past issues for many countries with full intent to reproduce them should opportunity arise of which it has in many instances. Some of my work and research into the Format Printers has shown and proven this.

The reason this "tribute" set poses to be a nightmare to collectors is because the producer has used the original plates that make up the values on these fake stamps. The dating on the plates are 1996. Therefore unscrupulous dealers can break the fake stamps from the sheets and try to sell them (although none are listed in catalogs) as if they came from that time and not from 2018. Unknowing collectors will think they are from that time and buy and sell them under that pretext. Some will claim they are unissued stamps from that time. Some may claim they are "rejected" issues. Some really bad people will claim they were even issued. Indeed a nightmare waiting to happen. Therefore they should all be destroyed and the printing materials removed forcefully from this counterfeit producer.
