The following images are of illegal stamps produced for Chad. Please remember that the producers of these illegals are not only greedy, they are crude and sometimes disgusting which is the nature of these people.

I have found the Stampworld.com Catalog to be helpful as well although as stated above there are "conflicts" between what is listed there and what is on the Colnect catalog. Namely listing certain years of the abusive Impressor S.A. issues. I have given more details on this on certain pages.

Or use a respectable catalog like Scott or Stanley Gibbons. I have found that Michel and Yvert list many of the Impressor S.A. issues and the 2017 Stamperija issues whereas Scott and SG do not. Namely because of no evidence of postal usage. You can obviously see the similarity of the Impressor S.A. issues using the same topics as the illegal stamps. They have been massively produced in all kinds of forms from souvenir sheets, deluxe sheets to gold foil stamps. Certain recent years are being almost exclusively sold by a German dealer who consistently puts in his titles "OFFICIAL ISSUE" as if there is something wrong with them.
Which there is.....
THEY ARE ABUSIVE STAMPS made only to sell to collectors produced in excess of postal needs and as stated above, showing no evidence of postal usage.

You will find the styles and designs of the following illegal stamps completely different.

Many of the following illegal stamps can be found as imperforates and as color proof sets as well. Many fake First Day Covers exist as well.
Most times now (2020) the souvenir sheet sets and sheetlet sets are sold individually. Many times the stamps have been removed from the sheetlets and souvenir sheets. All of these "tactics" are used to avoid detection by UPU circular descriptions and experts like myself.

Sellers that call these "private", "locals", "Cinderella's", "unauthorized" are deceiving you. They are counterfeit illegal stamps produced by a stamp dealer that is bent on ripping you off! Some sellers state "we offer them because they are on the market". Well how about you use a different dealer because that seller is "on the market"? If the stamp societies, auction sites and all other venues kicked these sellers off of their sites then they would have to comply or lose their ability to sell anything.

The following images are free for the use of all to use to alert the public to them. If anyone wants to make a public list of users on eBay, Delcampe and elsewhere who are selling these issues....fine by me since the UPU, PWMO and others appear to have given up or have not been updated in years.

From 2011 forward the WNS system is "awaiting stamps for registration". This is probably caused by the turmoil within the country. The catalogs are now our only choice of reference. We are working toward the UPU correcting this problem. The WNS system cannot be a reliable source of reference if the countries (even in political turmoil) do not register properly. Awaiting stamps to be registered for years is not to be accepted!

In 2017 The stamp agency Stamperija got the contract to produce stamps in the name of Chad. The Scott Catalog nor Stanley Gibbons list any stamps in the name of Chad for 2017. This is because the "issues" all were produced only to sell to collectors. You will not find any evidence of postal usage for any of them. This is because this "company" just like Impressor S.A. produce and print their own "stamps" and rarely send anything to the country they print the stamps for. Almost everything is produced and sold directly to dealers to sell to YOU.

Sadly due to dealer (and probably the agency itself) influences with the editors, Michel and Yvert list these issues. This is the true problem with abusive stamp issues. They cannot be stopped and controlled as long as the catalogs conflict in listing of them. Sadly, recently even the Scott catalog has started listing Stamperija "stamps" in recent years for Djibouti 2016 forward and such. This makes the catalog editors bigoted as they are breaking their own rules by listing them. Uniform listings must be maintained across the realm of the major catalog producers. All have a right to list what they want but if they are going to list stamp "issues" like these which break every rule set out by the UPU, then they must note this and give them no value as these two agencies and IGPC as well (in some cases) have and are abusing the stamp market simply to make large personal profits.

Both of these companies can and do reprint the stamps as per demand. They mass produce stamps with topics unrelated to the country. They flood the market with these abusive stamps through their distributors of which many are the illegal stamp distributors themselves. It has been admitted they know who the main producers of the illegal stamps are. This is because the owners have been involved with those producers in the past before they became owners of their "stamp agencies". It is in everyones faces what is going on here. Legalized production of illegal stamps.

In the search on eBay for stamps in the name of Chad dating 2017, we have an incredible "jump" in the number of listings. Earlier years were running around 2-400 listings (almost all counterfeits) and then all of a sudden for 2017....almost 2000 listings!! I note these listings have the main illegal stamp distributors running the following shown counterfeit illegal stamps right along with the abusive Stamperija issues. In 2018 the number of listings drops to around 800. Higher than before simply because the counterfeit producer increases production because Stamperija lost the contract in 2018. I wonder why....if they are such a good agency who is helping the countries so much as claimed....by selling abusive stamps....

On Delcampe who has more control on the illegal stamp dealers (not allowing them to sell) the number of listings jumps from average of 50 listings to over 2200 listings!! Of course even this German seller of the Impressor issues is spamming the Stamperija issues like crazy yelling "OFFICIAL ISSUE" along with known counterfeit illegal stamp dealers who have been stopped from selling the counterfeits there. Why these people are so worried about them being "official" shows that they know they are dealing in abusive stamps that are not listed by catalogs that follow rules.
In the search for Chad 2018 issues the number of listings drops back to 50. The proof is right there that we have a case of abusive stamp producers legally producing massive quantities of abusive topical stamps who are distributing them through abusive stamp dealers on the online venues. This is fact and cannot be denied by anyone.

None have been registered in the WNS system.

The UPU is very strict on what can be deemed as an official stamp issue by the member countries. The stamps produced by Impressor S.A. and Stamperija for the most part fall far below those standards set by the UPU and that is why they are not getting listed on the WNS system. Many people wish to say that the cost to register official stamps is too high. That is a bogus statement. $50.00 a stamp is not too high (I have found) for any country, poor or rich, to register. Due to the massive sale of all the questioned stamps being sold worldwide, there are plenty of funds available to pay the measly $50.00 per stamp. These agencies pay the countries a goodly sum for each "issue" they are authorized to produce and taking $50.00 from it is not going to harm their profits in any way. It is obvious what is going on here.

Here is a couple examples of Stamperija stamp issues. Basically all of the topics use the same "styles" following the same "style" of production by the counterfeit illegal stamp producers. Mass produced in multiple "styles" using the same topics. Completely abusive to the topical collectors.

It is therefore understood that any stamp in the name of Chad dating 2017 other than the Stamperija "issues" (for now) is deemed a
COUNTERFEIT ILLEGAL STAMP! Funny how Impressor just "stopped" in 2017 isn't it?

It is not known if the following set was actually made in 2017 or was produced in later years. It is not known who made it either although it has the similarity to the topnimarka brand of counterfeits. I discovered this set being exclusively sold in 2022 by the user mapka666 on eBay and also offered by this criminal distributor located in the Russian Federation as plain mapka on Hipstamp. This criminal has been stopped (at least temporarily) by the war in the Ukraine. You should avoid this set like the plague along with the seller(s) of it.

A similar set is being distributed by this same criminal dealer along with another seller by the user name Hanmart that is in the name of Burundi.

In 2017 the production by the British counterfeit producer of counterfeit illegal stamps in the name of Chad slowed considerably. Noting this "slow down" is caused by agreements with Stamperija to stop that have been admitted as such to occur with certain counterfeit producers known to the agent.

Already certain dealers are hugely "discounting" their sales of them. Namely because awareness of what they are selling and who they are is beginning to take its toll. We will continue pressure in every avenue until these people are gone....forever. Face it, there are some "bad apples" among the collecting and dealing community who have been doing this for over two decades that must be dealt with by removing them permanently from all venues of selling stamps. They should be brought to justice and their whole career in the stamp business permanently removed by legal action by the countries themselves.
Only by demand that the UPU initiate this action will this happen. That is....in the works.

Who are these main users selling these counterfeits on eBay? I note all but rogerpo99 are mass offering the Stamperija issues as well. Hmmmmmm.
