Information and Reference of illegal stamps for Rwanda

The following images are of illegal stamps produced for Rwanda. Please remember that the producers of these illegals are not only greedy, they are crude and sometimes disgusting which is the nature of these people.

On January 30, 2017 the postal administration for Rwanda by request to Harald Weyerich (Acting Director of Logistics) posted to the Universal Postal Union yet another circular warning of the discovery of more illegal stamps created with their country name that are on the market. The circular is number 19. You can view the circular in its entirety in the PDF file I have linked here.

The circular describes that the Mountain Gorillas set and the Art and Culture sets are the last sets issued by Rwanda and that all issues dating later are illegal stamps.
It describes and images (first time usage of images) an illegal stamp set themed "Heroes of the Soviet Union". To this day as of May 2019 the circular still holds true.
No more stamps have been issued by Rwanda since!

It is shocking to many what I am about to show you. I am presenting pages to show the Rwanda postal authorities how bad this is. I hope that this will help convince Rwanda and many other countries that actions must be taken to stop the production and sales of counterfeit illegal stamps.
The stamp dealers and producers behind this must be made accountable for the criminal damage they have done not only to the victimized countries, but to the stamp market as a whole.

You will find that only 3 sets of stamps have been officially issued by Rwanda since 1999 as of 2021! Everything else out there dating from 1999 until now are fake illegal stamps!

Or use a respectable catalog like Scott or Stanley Gibbons. Do not listen to these dealers trying to convince you they are something other than illegal stamps.

Here we go!

Many of the following illegal stamps can be found as imperforates and as color proof sets as well. Many exist on fake First Day Covers too.
Most times now (2019) the souvenir sheet sets and sheetlet sets are sold individually. Many times the stamps have been removed from the sheetlets and souvenir sheets. All of these "tactics" are used to avoid detection by UPU circular descriptions.

Sellers that call these "private", "locals", "Cinderella's", "unauthorized" are deceiving you. They are illegal stamps produced by a stamp dealer that is bent on ripping you off! Some sellers state "we offer them because they are on the market". Well how about you use a different dealer because that seller is "on the market"? If the stamp societies, auction sites and all other venues kicked these sellers off of their sites then they would have to comply or lose their ability to sell anything.

The following images are free for the use of all to use to alert the public to them. If anyone wants to make a public list of users on eBay, Delcampe and elsewhere who are selling these issues....fine by me since the UPU, PWMO and others appear to have given up or have not been updated in years.

If you have purchased any of these stamps from a dealer or if that dealer offers them, you should avoid that dealer! You will only be supporting illegal stamp makers who are only ripping you off.

2015

In 2015 the production of counterfeit illegal stamps continues but slowed considerably. Eastern European and/or Russian producers appear to be "taking over" production. No British associated producers appear to have made any counterfeit stamps in this year.

In 2012 the Russian based dealers who I believe are also the producers appear. The company is called Topnimarka.com located in Moscow Russia. The user name was kir30kirill on eBay (kicked off eBay in 2019). Has had two more newly created accounts kicked off as well.
They have created a new website called stamps-world.eu as well in 2019. Everything they are selling on both sites is fake and counterfeit stamps. They are of pure evil not listing on eBay by country name to avoid detection and mass producing counterfeit illegal stamps in the name of many countries. The "styles" unique to themselves, these people are producing and selling counterfeit stamps at a massive rate dating to current times. They are even producing fake stamps for countries controlled by Stamperija. Stamperija's owner has stated that he knows who most of the counterfeit producers are and has some control over stopping their productions at least for countries he has contracts with. This is not the case for this producer. Being located in Russia, I guess they believe that nobody can stop them. I am exposing them which is the first step. I will note them all "Russian Made Counterfeit Illegal Stamps" should the British producers fire up again....

In 2014 Rwanda did not issue any stamps. Verified by Rwanda postal authorities.
It is therefore determined that any stamp dating 2015 in the name of Rwanda is a counterfeit illegal stamp!

Following are images of the illegal stamps I have found offered for Rwanda dating 2015. There may and probably are more. All of these I found in searches on eBay and Delcampe and all are illegal stamps made by producers bent on ripping you off!

I present them in alphabetical order of titles as there is no logical order for illegal stamps.

In 2015 for some strange reason most all production of counterfeit illegal stamps appears to have stopped completely! Only two counterfeits could I find.

This one counterfeit souvenir sheet of Eastern European design is all I could find online and it was and is listed under the wrong year either to hide it or the seller is to stupid to read the date on the fake stamps. Noting the souvenir sheet is definitely a crude and cheaply made design.



In more recent research (2019) in the study of the Russian distributer/producer topnimarka.com I found this one set dating 2015 in the name of Rwanda. Recent research by other sources has found that this company can and will produce topics at request. One source asked them if they knew if a set existed with a specific model of Land Rover vehicle, knowing that particular model did not exist on any stamp in the world. Within one month this "company" notified my source, presenting a whole set of Land Rovers with one counterfeit stamp imaging the requested model. My source noting the image was stolen directly from a recent Land Rover advertisement. This is not the set that was made, but is one that initiated the research. In 2016 the production of counterfeit illegal stamps in the name of Rwanda returns. The Russian based producer rears his ugly head onto the market.
