The following images are of illegal stamps produced for Turkmenistan dating 2002 and 2003. Please remember that the producers of these illegals are not only greedy,
they are crude and sometimes disgusting which is the nature of these people.
Although Turkmenistan is a member of the UPU, they have never registered any stamps on the WNS system.
I have found the Colnect online catalog to be very helpful. You will see the illegal stamps differ greatly from genuine issues.

Many of the following illegal stamps can be found as imperforates and as color proof sets as well. Some exist on fake First Day Covers too.
Most times now (2020) the souvenir sheet sets and sheetlet sets are sold individually. Many times the stamps have been removed from the sheetlets
and souvenir sheets. All of these "tactics" are used to avoid detection by UPU circular descriptions.
Sellers that call these "private", "locals", "Cinderella's", "unauthorized" are deceiving you. They are illegal stamps produced by a stamp dealer
that is bent on ripping you off! Some sellers state "we offer them because they are on the market". Well how about you use a different dealer
because that seller is "on the market"? If the stamp societies, auction sites and all other venues kicked these sellers off of their sites
then they would have to comply or lose their ability to sell anything.
The following images are free for the use of all to use to alert the public to them. If anyone wants to make a public list of users on eBay, Delcampe
and elsewhere who are selling these issues....fine by me since the UPU, PWMO and others appear to have given up or have not been updated in years.
If you have purchased any of these stamps from a dealer or if that dealer offers them, you should avoid that dealer! You will
only be supporting illegal stamp makers who are only ripping you off.
2002
In 2002 the British counterfeit producer almost stopped production of illegal stamps in the name of Turkmenistan. This is probably due to
the exposure of them through UPU circulars made by the victimized countries in the region including Turkmenistan, Tajikistan and Kyrgyzstan.
I found very few of the following illegal stamps being offered. Of course the dealers that are offering them are known illegal stamp dealers.
They and the dealers that sell them should be shunned by everyone.
In 2002 Turkmenistan officially issued two sets of stamps according to the Scott Catalog, Stampworld and the Colnect Online Catalogs.
Noting that there are a number of stamp collectors and dealers I noticed on the Stampboards.com forum making public irresponsible statements against
Turkmenistan genuine modern stamp issues calling them wallpaper and so forth. Although some may be "respected" in the stamp community as
"knowledgeable" in the field, they show their true ignorance in their statements on that forum as the following "topical" genuine
issues show. Namely because they only look at the topic and do not understand the topic is fully related to the country of issue therefore
following the UPU guidelines for philatelic best practices in an absolute form. I for one disregard these peoples statements as it shows
complete bias and ignorance on their part, and for the most part it shows them not to be trusted as an "authority" of anything. Never take
the "opinion" of a single user on a forum as fact. Look at all opinions and then research the subject yourself. You will find that the
truth may be far from the "portrayed truth" given in certain biased run forums and articles written by biased people.
Turkmenistan has always been a conservative stamp issuing country since their independence in 1992.

Noting that on the IGPC website it shows the Butterflies issue date to be December 15, 2002. Is Scott catalog wrong?

The stamp agency in control of Turkmenistan stamps in 2002 was not
Impressor S.A. nor this Mayfair International as they printed their own stamps which I might add, is against every UPU rule for stamp production.
Therefore should either "claim" they had contracts, their "contracts" are bogus and nothing more than a piece of paper made up by a fraudulent
illegal stamp producing criminal. The circular, the noted stamps in Scott catalog, the Turkmenistan postal authorities and IGPC the stamp agency
are all that are needed to destroy any such claim. IGPC was the controlling stamp agent from 1992 through 2002 for Turkmenistan.
This means any stamp dating 2002 in the name of Turkmenistan other than the stamps shown above is a counterfeit illegal stamp!

All of these I found in searches on eBay, Hipstamps and Delcampe and all are illegal stamps made by a producer bent on ripping you off!

This one is "odd". The only people selling it on the whole internet is this Avion Stamps and his side kick JandRstamps who have it plastered all over the internet
on Hipstamps, Amazon, bidorbuy, ebid, and stampden.com. Looks like these clowns cannot even sell one of them at the rip off prices they ask. Sorry about the lousy
image but here again is the only place I can get an image from.
Advice is...to let it rot in their rotten stock.

Finally for these counterfeit Pope stamps made in 2002 I show you an example of the price they went for recently in 2020. How many collectors
and dealers got ripped off paying $10-20-30.00 for them over the past 20 years? Oh! But the dealer selling them ripped off the buyer by charging
$21.98 for shipping! In reality, they should not have been offered and sold even at the price paid and the shipping were to be free
because they are
COUNTERFEIT ILLEGAL STAMPS!

In 2003 the British counterfeit producer stopped production of illegal stamps in the name of Turkmenistan only making two counterfeit souvenir sheets.
At least that is all that I could find on the internet.

This means any stamp dating 2003 in the name of Turkmenistan other than the stamps shown above is a counterfeit illegal stamp!

Here we have the counterfeit souvenir sheet from 2001 being reproduced with new 2003 inscriptions. This shows how these counterfeit producers
retain everything to print the same counterfeit illegal stamps over and over again depending on the sales. In this sense it proves no counterfeit illegal stamp is "rare".

I could find no more counterfeit illegal stamps in the name of Turkmenistan in searches for all years from 2004 to present time.
The British producer disappears as swiftly as he appeared. He got away with it and his associates continue to proliferate the majority of the
shown counterfeit illegal stamps to this day. We know this because most of the images of illegal stamps are from their sales at present time in 2020.
I hope that this reference section on the counterfeit illegal stamps in the name of Turkmenistan helps present and future collectors and dealers
to avoid them and avoid the people who proliferate them. Only by refusing to buy and/or sell them will this scourge caused by a small number
of criminal stamp dealers be ended in the stamp market once and for all. Expose and oppose these dealers by destroying their ability to sell
anything in regards to stamps because their reputation as a stamp dealer is made untrustworthy in all regards.
