2003
Information and Reference of illegal stamps for Mozambique made in 2003
In 2003 Mozambique appears to make a new start in the stamp industry. They shut down both IGPC and Stamperija. It is obvious why. They both were rampantly
producing more and more "issues" each year to the point it was obvious they were all being produced in excess of postal needs. Try to find legitimate covers showing
commercial use of the stamps. You will find it impossible for most of them.
Here again, are recommended sites to use for reference.
As I stated on the introduction, the WNS system is short on what is real. Listing the 2002 Stamperija and IGPC issues a mistake. It ends at 2005, namely because
Stamperija gained control again in 2007 and all of the stamps produced by Stamperija for Mozambique fall completely short of the qualifications to be
listed in the system.

I have found the Colnect online catalog to be very helpful. Sadly because of the glut of abusive issues it is a pain to go through all the pages.

I have found the Stampworld.com Catalog to be very helpful as well but there are problems. Again, because of the abuse many of the pages are extremely long.
They are listing some of the illegal stamps there as if they are ok simply because one rouge catalog continues to list them. The 2001 World cup Soccer Sheet for one.

Again, I say the major catalogs should stick with the rules they portray in not listing abusive, overproduced stamps that have no evidence of postal
usage. Sadly in the recent years they are breaking their own rules and ethics by listing them. At the rate Stamperija is going, Scott catalog will have to add
another catalog just to cover them! Shame on the editors for bowing down to abusive stamp agencies. More than likely their are some "bad apples" within the editing
departments who are getting kickbacks for getting the garbage listed!
Here we go!
Many of the following illegal stamps can be found as imperforates and as color proof sets as well. Many exist on fake First Day Covers too.
Most times now (2021) the souvenir sheet sets and sheetlet sets are sold individually. Many times the stamps have been removed from the sheetlets
and souvenir sheets. All of these "tactics" are used to avoid detection by experts and savvy collectors.
Sellers that call these "private", "locals", "Cinderella's", "unauthorized" are deceiving you. They are illegal stamps produced by a stamp dealer
that is bent on ripping you off! Some sellers state "we offer them because they are on the market". Well how about you use a different dealer
because that seller is "on the market"? If the stamp societies, auction sites and all other venues kicked these sellers off of their sites
then they would have to comply or lose their ability to sell anything.
The following images are free for the use of all to use to alert the public to them. If anyone wants to make a public list of users on eBay, Delcampe
and elsewhere who are selling these issues....fine by me since the UPU, PWMO and others appear to have given up or have not been updated in years.
If you have purchased any of these stamps from a dealer or if that dealer offers them, you should avoid that dealer! You will
only be supporting illegal stamp makers who are only ripping you off.
2003
In 2003 Mozambique made a dramatic change. Where before tons of stamps were being produced, the count of issued stamps by Mozambique for 2003 is....one stamp.
You can easily verify and see this dramatic change yourself by studying the online catalogs and viewing the sales on the main stamp selling venues.
So what happened?
It is obvious that Mozambique ended the contracts with IGPC and Stamperija. Both agencies went away quietly. It was in 2003 that this Montero
started his charade. Namely, he had his sights on making a huge series celebrating "History of the 21st Century". He was stopped in the
legal ability to do so. So he went rouge as usual.
It was at this time that Montero started up Marino Montero International Stamp Agency. His previous companies were dissolved in 2000 and in 2001.
The reason why this happened was probably because of the "heat" he was getting from other countries he victimized. Niger for one who took legal action against him.
You can read all about it in the Niger section of the study. I now have evidence that several other countries were calling him and his companies by name.
Mali called him out by name and other countries were zeroing in on him.
Apparently he then started lies about who he had contracts with and for what. In an article he created he tries to make it look like Mozambique was cheating
him. In the article he says something really obvious. I quote:
"The story we have uncovered begins with the previous incumbent of the Director of Post Office, Dr Pedro Lopes Murima. He granted a contract to Marino
Montero International philatelic agency to produce stamps on behalf of the Mozambique Post Office.
The contract was for the production of stamps on the theme of the History of the XXI Century."
Right there in our faces is one of many false statements. Mozambique did not give him a contract until 2004. The proof is in what is listed in all the
catalogs. No History of the 21st Century themed stamps are included. In the "article" he has tried to legitimize his unauthorized stamps on
the theme of History of the XXI Century. Do the research and you will find not a single issue using that theme
is listed in any stamp catalog for any year except for the 2004 EUROPA counterfeits only listed by Michel catalog. Mozambique had a circular made
in 2008 denouncing one of the History of the XXI Century souvenir sheets directly. I will post the circular on the 2008 page.
It stated:
"Our postal administration continues to deplore the fact that illegal issues of postage stamps bearing photographs of 'Bobby Fischer 1943-2008', on the theme of
'History of the 21st century', 'Grandes Mestres do Xadrez (Chess Grandmasters)', are circulating on the international stamp market."
It did not stop. More counterfeit illegal stamps on the theme were made through 2011! Not one of them has ever been listed in the stamp catalogs.
What does that tell you about the rest of the article. Indeed, a majority is to be questioned.
I will go into more detail on that on the 2004 page. The point being made here is the fact that a counterfeit
set on the theme was made in 2003 and is selling to this day in 2022. Then continued to make counterfeits after. Here it is....

In 2004 it gets really bad! I feel sorry for all the people that bought the counterfeit EUROPA stamps and are still confused by it.
