Information and Reference of illegal stamps for Mali dating the year 2020

A new U.P.U. circular for Mali has been presented on the U.P.U. website in 2019 that denounces all stamps and souvenir sheets that are on the market dating 2015 through 2019.
I stated this would happen when I created the 2019 page in February of 2019. Here is a copy of circular 147.

Mali has now issued another circular in 2020 denouncing a souvenir sheet related to the new Covid-19 pandemic. Here is a copy of circular .

It verifies one of the following two images are of illegal stamps produced for Mali. Please remember that the producers of these counterfeit illegal stamps are not only greedy, they are crude and sometimes disgusting which is the nature of these people.

Or use a respectable catalog like Scott or Stanley Gibbons. Do not listen to these dealers trying to convince you they are something other than illegal stamps.

The following illegal stamps can be found as imperforates sets as well. Some exist on fake First Day Covers too.
Most times now (2020) the souvenir sheet sets and sheetlet sets are sold individually. Many times the stamps have been removed from the sheetlets and souvenir sheets. All of these "tactics" are used to avoid detection by UPU circular descriptions.

Sellers that call these "private", "locals", "Cinderella's", "unauthorized" are deceiving you. They are illegal stamps produced by a stamp dealer that is bent on ripping you off! Some sellers state "we offer them because they are on the market". Well how about you use a different dealer because that seller is "on the market"? If the stamp societies, auction sites and all other venues kicked these sellers off of their sites then they would have to comply or lose their ability to sell anything.

The following images are free for the use of all to use to alert the public to them. If anyone wants to make a public list of users on eBay, Delcampe and elsewhere who are selling these issues....fine by me since the UPU, PWMO and others appear to have given up or have not been updated in years.

If you have purchased any of these stamps from a dealer or if that dealer offers them, you should avoid that dealer! You will only be supporting illegal stamp makers who are only ripping you off.

UPDATE July 2022

A new batch of illegal stamps dating 2020 have been attempted to be sold recently in 2022. The latest sellers user names are stampsv on eBay (stampsv1 on Delcampe) based in Lithuania and raul7 based in France. I found another user who has had his account suspended due to being based in Russia on Delcampe by the user name konvert29 who was selling them in January of 2022. I also found the user antakves also located in Lithuania on the corrupt Hipstamp stamp selling website is also selling them. On top of that there are a number of sellers on eBay located either in Lithuania or Bulgaria.
This new "style" of illegal stamps was not on the market in 2020 so it is fairly certain that the illegal stamps have been back dated. The style and format of them is very similar to the Topnimarka brand but due them being available in CTO form it is doubtful as tonimarka has not produced any in this form so far. Avoid these sellers.
The other possibility is, the style also is more similar to Stamperija styles. Stamperija has never been allowed a contract with Mali which is good as it means their reputation has not been ruined by overproduction of abusive stamp issues.

Due to these just coming out in late 2021, I am placing them below the globalphila brand counterfeits. stampsv is now a proud new member on the illegal stamp sellers list of people to avoid buying anything from. Seller is a major seller of Stamperija brand stamps. One of the sellers that consistently yells in capital letters "OFFICIAL ISSUE" as if that is convincing anyone they are worth the rip off prices the seller is asking for them. Seller is based in Lithuania so you see the connection in both cases, yes?
Countries effected with these new counterfeits are Burkina Faso (dating 2021), Madagascar (dating 2022) and Mali (dating 2020). All countries that Stamperija has never had any contracts with. Interesting yes?

As of July 2022 Mali has issued stamps conservatively and none of them even come close to looking like the following counterfeits. This is verified by the Colnect Catalog, Stampworld.com site and every major catalog. Sadly, they have not updated the WNS system since the 2014 issues. Yet two stamp souvenir sheets dating 2020 of the same styles as the previous illegal stamps areon the market. The user globalphila on eBay who is located in Spain was the first to offer them exclusively. This is hard evidence that the seller is either directly associated with counterfeit illegal stamp producers or is a producer himself. This seller needs to be investigated on an international level and stopped permanently.

When the new circular was issued this criminal immediately stopped selling the following set. He thinks he can get away with it but due to his selling it on eBay, data has been retained by eBay showing he has done it and thus can be found guilty by a simple request by the postal authorities in Mali to obtain that data. This can also be done by the numerous other countries this criminal has victimized over the years and is still doing at this very moment through other sellers.

The circular only shows the image of one of the souvenir sheets of the set. Yes, there are two different souvenir sheets. It is obvious who produced them simply by the style used. They are the same style as some of the 2019 counterfeits produced by this criminal.

So we now know by the sales they exist as CTO, perforated and imperforate as well. This shows major production by a major illegal stamp producer. It appears these ghouls are in some sort of worldwide network.

This is pretty bad yes? Until the UPU and the victimized countries take action, these criminals will continue to produce illegal stamps no matter how many circulars they put out. We see that this is the case for Mali. Buyers must use caution when buying stamps from many countries now.
