Information and Reference of illegal stamps for Mali

A new U.P.U. circular for Mali has been presented on the U.P.U. website in 2019 that denounces all stamps and souvenir sheets that are on the market dating 2015 through 2019.
I stated this would happen when I created this page in February of 2019. Here is a copy of circular 147.

It verifies the following images are of illegal stamps produced for Mali. Please remember that the producers of these counterfeit illegal stamps are not only greedy, they are crude and sometimes disgusting which is the nature of these people.

Or use a respectable catalog like Scott or Stanley Gibbons. Do not listen to these dealers trying to convince you they are something other than illegal stamps.

Here we go!

Many of the following illegal stamps can be found as imperforates and as color proof sets as well. Some exist on fake First Day Covers too.
Most times now (2019) the souvenir sheet sets and sheetlet sets are sold individually. Many times the stamps have been removed from the sheetlets and souvenir sheets. All of these "tactics" are used to avoid detection by UPU circular descriptions.

Sellers that call these "private", "locals", "Cinderella's", "unauthorized" are deceiving you. They are illegal stamps produced by a stamp dealer that is bent on ripping you off! Some sellers state "we offer them because they are on the market". Well how about you use a different dealer because that seller is "on the market"? If the stamp societies, auction sites and all other venues kicked these sellers off of their sites then they would have to comply or lose their ability to sell anything.

The following images are free for the use of all to use to alert the public to them. If anyone wants to make a public list of users on eBay, Delcampe and elsewhere who are selling these issues....fine by me since the UPU, PWMO and others appear to have given up or have not been updated in years.

If you have purchased any of these stamps from a dealer or if that dealer offers them, you should avoid that dealer! You will only be supporting illegal stamp makers who are only ripping you off.

2017

In 2017 the production of counterfeit illegal stamps in the name of Mali continues unhindered. The Russian producer increases production dramatically. We can see on this page a huge competition developing between the Russian producer and the producer globalphila.

UPDATE 2020!

I have discovered that the Russian producer is now "adding" new counterfeit sets "stating" they were made in 2017. On top of it they are not inscribing a year date on them at all and claiming on their site they are issued in 2017 and listing them as "new arrivals" on their site. Snapshot proof of this has been obtained so they cannot get out of this. The evidence shows this producer is printing illegal stamps and back dating them with statements to look as if they are older. Like I said, Topnimarka.com is the most evil producer/distributor of illegal stamps to come on to the stamp market ever!
I will note this on those sets.

End Update

In 2017 Mali did not issue any new stamps. This is verified by no stamps being listed on the WNS system, Colnect Catalog, Stampworld.com site and every major catalog. It is therefore a fact that any stamp dating 2017 in the name of Mali is a counterfeit illegal stamp!

Following are images of the illegal stamps I have found offered for Mali dating 2017. There may and probably are more. All of these I found in searches on eBay and Delcampe and all are illegal stamps made by producers bent on ripping you off!

These have no year date "of issue" that are a new "style". Sorry, no year date on the stamps....definitely not legal! These appear to be coming out of Spain and since not seen until 2017 we will "date them" for 2017.

Why they even make these I do not know. Maybe so they can remember when they made these fake stamps themselves. Again I repeat....worthless and irrelevant fake garbage because they are illegal stamps. Just about all of the illegal stamps of this style have these fake covers produced as well.
The use of a counterfeit cancelling device to produce fake covers like this is a criminal offense. Find the device and the offender possessing it can be prosecuted. The majority of these covers are offered by Marlen Stamps exclusively.
