Information and Reference of Illegal Stamps for Djibouti Created in 2019

The following images are of illegal stamps produced for Djibouti. Please remember that the producers of these illegals are not only greedy, they are crude and sometimes disgusting which is the nature of these people.

Djibouti stopped reporting their official stamp issues to the WNS system in 2009. The reason why is unknown. Possibly because they were seeing that it was having no effect against the onslaught of illegal stamps being produced in their countries name. Whatever the reasons were, from 2009 onward the WNS system has no reference to follow. I have found the Colnect online catalog to be helpful.

Or use a respectable catalog like Scott or Stanley Gibbons. Do not listen to these dealers trying to convince you they are something other than illegal stamps.

In 2004 when Djibouti produced circular 226 they did not know that there were more illegal stamps that were being circulated than what they listed. This has occurred for many of the victim countries. To correct it I have researched them all using the major catalog listings and the WNS system as reference to what was officially issued.

Here we go!

Many of the following illegal stamps can be found as imperforates and as color proof sets as well. Some exist on fake First Day Covers too.
Most times now (2019) the souvenir sheet sets and sheetlet sets are sold individually. Many times the stamps have been removed from the sheetlets and souvenir sheets. All of these "tactics" are used to avoid detection by UPU circular descriptions and search terms.

Sellers that call these "private", "locals", "Cinderella's", "unauthorized" are deceiving you. They are illegal stamps produced by a stamp dealer that is bent on ripping you off! Some sellers state "we offer them because they are on the market". Well how about you use a different dealer because that seller is "on the market"? If the stamp societies, auction sites and all other venues kicked these sellers off of their sites then they would have to comply or lose their ability to sell anything.

The following images are free for the use of all to use to alert the public to them. If anyone wants to make a public list of users on eBay, Delcampe and elsewhere who are selling these issues....fine by me since the UPU, PWMO and others appear to have given up or have not been updated in years.

If you have purchased any of these stamps from a dealer or if that dealer offers them, you should avoid that dealer! You will only be supporting illegal stamp makers who are only ripping you off.

In 2016 the stamp agency Stamperija took over control of Djibouti's stamp contract. The owner of the company is Algirdas Satas. He was the owner of Conquest Trading company located in Lithuania. It is alleged that he was one of the distributer/producers of illegal stamps back in 2002. I state "alleged" because as is with all the people involved in the illegal stamp trade, the evidence and proof is mostly found in what these people sell.

An article was written in 2002 in part stating Algirdas was heavily involved in the illegal stamp trade. The article is stated to be written by a J.M. Chute. This was a fictitious name given to protect the sources of the article. The article has since been removed from it's original sources most likely due to the illegal stamp producers and distributors not liking their names openly published on the internet. We have since preserved the article in the internet archive where they will never be able to have it removed again. You can read the article and judge for yourself the merit. Here is the link.

I tend to disagree with the stamp issuing policies of Stamperija because they overproduce stamps in such a degree it is ridiculous! Djibouti is a prime example of it. Throughout the existence of the country their stamp policies have been very conservative. As the pages show they had only one or two official issues made every year or two.
In 2020 the agency Stamperija continues to pump out abusive stamp sets in the name of Djibouti. In a search on eBay in present time (July 2020) over 400 listings are currently running of these abusive issues dating 2020. On Delcampe over 2,100 listings of which almost all are these abusive issues is running! The majority on both sites being offered by a small group of dealers associated with the agency. Several are also notorious illegal stamp dealers. The Stampworld online catalog has only posted 20 of these abusive issues at this point at the end of July. Perhaps they are getting tired of listing this obvious abuse of the hobby. Most of these abusive issues are common topics geared toward topical collectors having nothing to do with the culture or heritage of Djibouti. This is for a country with a population of less than 1 million people in 2018. The majority never using the postal system for anything.
This is why they are called "abusive stamps" and this is why this company is considered by the UPU not a good option for any country to use as an agent.

Continued listing of the issues by Scott catalog is not helping to curb this.

I continue to have one other "beef" with this stamp agent. In regards to illegal stamps this agent does not even try to alert the public nor Djibouti to the fact that tons of illegal stamps exist and are being produced massively through 2020 despite this agencies contracts with Djibouti. The owner knows full well that they are being produced but as of July 2020 states nothing and literally denies the problem exists!

You will see a link on the top left for Illegal Stamps. Go to it and read the line at the bottom. It states:
"Currently there is no information about fake Djibouti's postage stamps."



This is a complete understatement and is stated in some form on every country page like this that this agency runs contracts with. The owner knows fully about them. The explanation of what the illegal stamps are is also fully worded to divert what illegal stamps are. They are counterfeit stamps and nothing this stamp dealer owned company or any other stamp dealer states to the contrary is to be believed as you can see they all want the term counterfeit to be avoided at all costs because the selling of counterfeit goods is a crime in any country and thus a punishable offense that can be used to stop the production and sale of them permanently.

The Russian based company has produced the following counterfeit illegal stamps dating 2020 in the name of Djibouti. They are not commonly seen on the main stamp market because we are fighting for you to keep them off the main market. Should this company be allowed to run accounts on the main stamp venues like eBay and Delcampe, you will see a new flood of illegal stamps worse than ever seen before. This company is consistently trying to create new accounts on the venues to move them into the main stream market. Should you see them on sites like eBay and Delcampe, you can report them to me and I can assure you that they will not be there long!

In 2020 Topnimarka continuing to be emboldened by Djibouti and Stamperija and the UPU doing absolutely nothing to stop them, continue to produce more souvenir sheet sets.

As of August 1, 2020 they have made 26 counterfeit illegal stamp souvenir sheet sets dating 2020. This 39 year old clown needs to be stopped. On his new website "Stamps World" he states "We started dealing stamps, their sale and collecting more than 20 years ago and we are one of the largest dealers in Europe, America, Asia and Africa.". That would mean he started dealing when he was 19. Guarantee they are "one of the largest" counterfeit illegal stamp dealers in RUSSIA and that is all he is. This criminal needs to be dealt with and both sites removed....permanently.

It appears there is no slowdown in this criminals production of counterfeit Djibouti stamps. We will see as the year progresses. This page will be updated with anything the con tries to promote.

Noting many of the sets starting in 2016 produced by this criminal are inscribed "Djibounti". In 2019 it appears that he stopped this on most sets. It does not matter, they are still counterfeit illegal stamps no matter what these criminals try to portray them as. These "tactics" do not alter that fact.

As of August 3, 2020 26 sets are being offered on the criminals websites.

The criminal company has now begun an even worse production to deceive collectors. Not only creating a counterfeit souvenir sheet that differs from anything legally produced in the name of Djibouti, but going a step further by producing a counterfeit illegal stamp souvenir sheet that is basically a sort of forgery of a souvenir sheet produced by Stamperija.

In 2016 Stamperija produced a souvenir sheet on the topic of mushrooms. Here is an image of it.

You can see how this souvenir sheet can easily deceive collectors. Unless the collector or dealer does the research fully that is required, they can easily be deceived into thinking this is a newer issue made by Stamperija. This is yet another reason this counterfeit producer must be brought down, and must be brought down hard!
Proof of the sale of this souvenir sheet by the company has been fully retained.

I must state, this one page and the previous pages shows you the extent of damage that one criminal person or group of people can do to the philatelic market.
