Information and Reference of Illegal Stamps for Djibouti Created in 2016

The following images are of illegal stamps produced for Djibouti. Please remember that the producers of these illegals are not only greedy, they are crude and sometimes disgusting which is the nature of these people.

Djibouti stopped reporting their official stamp issues to the WNS system in 2009. The reason why is unknown. Possibly because they were seeing that it was having no effect against the onslaught of illegal stamps being produced in their countries name. Whatever the reasons were, from 2009 onward the WNS system has no reference to follow. I have found the Colnect online catalog to be helpful.

Or use a respectable catalog like Scott or Stanley Gibbons. Do not listen to these dealers trying to convince you they are something other than illegal stamps.

In 2004 when Djibouti produced circular 226 they did not know that there were more illegal stamps that were being circulated than what they listed. This has occurred for many of the victim countries. To correct it I have researched them all using the major catalog listings and the WNS system as reference to what was officially issued.

Here we go!

Many of the following illegal stamps can be found as imperforates and as color proof sets as well. Some exist on fake First Day Covers too.
Most times now (2018) the souvenir sheet sets and sheetlet sets are sold individually. Many times the stamps have been removed from the sheetlets and souvenir sheets. All of these "tactics" are used to avoid detection by UPU circular descriptions and search terms.

Sellers that call these "private", "locals", "Cinderella's", "unauthorized" are deceiving you. They are illegal stamps produced by a stamp dealer that is bent on ripping you off! Some sellers state "we offer them because they are on the market". Well how about you use a different dealer because that seller is "on the market"? If the stamp societies, auction sites and all other venues kicked these sellers off of their sites then they would have to comply or lose their ability to sell anything.

The following images are free for the use of all to use to alert the public to them. If anyone wants to make a public list of users on eBay, Delcampe and elsewhere who are selling these issues....fine by me since the UPU, PWMO and others appear to have given up or have not been updated in years.

If you have purchased any of these stamps from a dealer or if that dealer offers them, you should avoid that dealer! You will only be supporting illegal stamp makers who are only ripping you off.

2016

In 2016 the stamp agency Stamperija took over control of Djibouti's stamp contract. The owner of the company is Algirdas Satas. He was the owner of Conquest Trading company located in Lithuania. It is alleged that he was one of the distributer/producers of illegal stamps back in 2002. I state "alleged" because as is with all the people involved in the illegal stamp trade, the evidence and proof is mostly found in what these people sell.

An article was written in 2002 in part stating Algirdas was heavily involved in the illegal stamp trade. The article is stated to be written by a J.M. Chute. This was a fictitious name given to protect the sources of the article. The article has since been removed from it's original sources most likely due to the illegal stamp producers and distributors not liking their names openly published on the internet. We have since preserved the article in the internet archive where they will never be able to have it removed again. You can read the article and judge for yourself the merit. Here is the link.

Illegal Stamps Philately Rough Trade Article

I tend to disagree with the stamp issuing policies of Stamperija because they overproduce stamps in such a degree it is ridiculous! Djibouti is a prime example of it. Throughout the existence of the country their stamp policies have been very conservative. As the pages show they had only one or two official issues made every year or two.
When Stamperija took over in 2016 a total of 248 were produced. Here is an example of a couple.

You can see the obvious same themes as the prior illegal stamps. Basically the same styles. You cannot buy these in Djibouti. You have to buy them directly from Stamperija.
Sure they can be used as postage in Djibouti. Do you see a mass of letters coming from Djibouti with them on them? No....

These and a ton of others are plastered all over eBay and Delcampe. The lot count for Djibouti on eBay jumped from 200+ (all illegal stamps) in 2015 to over 3,400 in a search for Djibouti 2016! On Delcampe, over 6,000! The numbers of "stamps" being produced by this agency out number the population of Djibouti a thousand to one! Massive numbers of "First Day covers". So much "junk" it is unbelievable. Noting the sellers are indeed in many cases....illegal stamp sellers. Connected? Asking prices ranging from $6-20.00 for single souvenir sheets! This company has no verifiable documentation on limitation. we do not even know who the printer is!

This same thing happened with the Trucial States back in the 1970's. Countries (actually states) like Ajman, Fujiera started producing massive numbers and quantities of stamps way in excess of postal needs with subjects not even remotely close to the culture of the country. To this day the major catalogs will not list them. Sorry to say but Stamperija is doing the exact same thing. Sadly Scott catalog has begun listing them. This has to be reversed. It is time for the collectors and dealers to stand up once again and demand that these issues either be delisted or at least noted that they are indeed produced for collectors only before Scott catalog has to create another volume just to list this stamp agencies stamps!

It has been stated by Algirdas that the sales of the international thematics allow us to support the issuance of the national subjects too, which would not be possible otherwise. My advise is it needs to be "toned down" or the general stamp collecting community is going to reject the listing of the issues in the major catalogs. There has to be a line drawn as to what is being produced for postal needs and what is being produced strictly to profit from collectors. Even if this at the least entails the catalogs noting that difference when it is obvious as what Djibouti stamps show us to be.

Enough on this.

Basing on the "legitimate stamps" produced by the agency there is only one set of illegal stamps being offered on eBay and Delcampe by a seller in Spain. This seller sells illegal stamps of the same style as a "competitor" in previous years. The style and subject matter is completely out of context from the other illegal stamp producers showing this to be a competitor outside the main illegal stamp producers circle.

What is so funny to me is how all of the other styles and types (namely the British styles) of illegal stamps that were being massively produced and sold through 2015 suddenly stopped in 2016. It is in your face, yet it seems that all the dealers and collectors don't want to see the "elephant in the room". The catalog editors want to turn a blind eye? So you are really going to let this all go by without investigating? Really?

I have one other "beef" with this stamp agent. In regards to illegal stamps this agent does not even try to alert the public nor Djibouti to the fact that tons of illegal stamps exist and are being produced massively through 2020 despite this agencies contracts with Djibouti. The owner knows full well that they are being produced but as of June 2020 states nothing and literally denies the problem exists!

You will see a link on the top left for Illegal Stamps. Go to it and read the line at the bottom. It states:
"Currently there is no information about fake Djibouti's postage stamps."



This is a complete understatement and is stated in some form on every country page like this that this agency runs contracts with. The owner knows fully about them. The explanation of what the illegal stamps are is also fully worded to divert what illegal stamps are. They are counterfeit stamps and nothing this stamp dealer owned company or any other stamp dealer states to the contrary is to be believed as you can see they all want the term counterfeit to be avoided at all costs because the selling of counterfeit goods is a crime in any country and thus a punishable offense that can be used to stop the production and sale of them permanently.

The only illegal stamp set on the main market for Djibouti in a search for 2016 stamps. Seller asking the rip off price of $13.00+ for one! They are worthless!

The Russian based company has produced the following counterfeit illegal stamps dating 2016 in the name of Djibouti. They are not commonly seen on the main stamp market because we are fighting for you to keep them off the main market. Should this company be allowed to run accounts on the main stamp venues like eBay and Delcampe, you will see a new flood of illegal stamps worse than ever seen before. This company is consistently trying to create new accounts on the venues to move them into the main stream market. Should you see them on sites like eBay and Delcampe, you can report them to me and I can assure you that they will not be there long!

In 2016 Topnimarka continuing to be emboldened by Djibouti and Stamperija and the UPU doing absolutely nothing to stop them, produce a massive number of souvenir sets that rivals the excessive production of abusive stamp issues Stamperija was doing. This status can change at any time as we have discovered the company has and will create new illegal stamp sets and "back-date" them as if made in prior years.
I note them as such and tell you when they were really created.

As of June 2020 they have made 46 counterfeit illegal stamp souvenir sheet sets. They have created 12 of those sets after 2016 and back dated them by inscribing them with the year 2016.

Noting many of the sets starting in 2016 produced by this criminal are inscribed "Djibounti". It does not matter, they are still counterfeit illegal stamps no matter what these criminals try to portray them as. These "tactics" do not alter that fact.

Counterfeit Illegal Stamps that were being pushed by this kir30kirill aka Topnimarka.com in 2019 on eBay.

This set was sold numerous times on eBay in 2018-2019 before this company under the user name of kir30kirill was kicked off. Since then it looks like they have removed this set from their website as of June 2020 probably out of fear of retaliation either by the buyers of it or possibly legal copyright actions by the owners of the films the images on the stamps were stolen from.
I got these images from this criminals eBay lot before we had him kicked off. The data of the sales is retained in eBay's database and can easily be recovered as evidence against this criminal in a court of law.

The producer of these counterfeit illegal stamps creates many sets that are on Russian topics as you can see. He produces sets that idolize Stalin and Lenin. Sets that idolize Russian Olympics and their athletes. Sets that idolize the Russian side of Space programs. Here again he "idolizes" the Tupolev aircraft which are all Russian made.

I must state, this one page shows you the extent of damage that one criminal person or group of people can do to the philatelic market. This is why stricter laws, rules and enforcement need to be established against these types of criminal producers and their distributors in which to apprehend and bring them to justice no matter what country they reside in or run to when exposed.

In 2017 Stamperija almost doubled production of issues for Djibouti. A new twist was also added.
Also for 2017 Topnimarka increases production creating 70 counterfeit illegal stamp sets of which 6 sets are back dated virtually producing more than Stamperija!
