Many of the following illegal stamps can be found as imperforates and as color proof sets as well. Some exist on fake First Day Covers too.
Most times now (2019) the souvenir sheet sets and sheetlet sets are sold individually. Many times the stamps have been removed from the sheetlets and souvenir sheets. All of these "tactics" are used to avoid detection by UPU circular descriptions.

Sellers that call these "private", "locals", "Cinderella's", "unauthorized" are deceiving you. They are illegal stamps produced by a stamp dealer that is bent on ripping you off! Some sellers state "we offer them because they are on the market". Well how about you use a different dealer because that seller is "on the market"? If the stamp societies, auction sites and all other venues kicked these sellers off of their sites then they would have to comply or lose their ability to sell anything.

The following images are free for the use of all to use to alert the public to them. If anyone wants to make a public list of users on eBay, Delcampe and elsewhere who are selling these issues....fine by me since the UPU, PWMO and others appear to have given up or have not been updated in years.

If you have purchased any of these stamps from a dealer or if that dealer offers them, you should avoid that dealer! You will only be supporting illegal stamp makers who are only ripping you off.

2010

In 2010 more sizable sets and styles are placed onto the market unhindered.

In 2010 Congo Republic did not officially issue any stamps according to the WNS system. Again there is complete confusion in the listings of the catalogs. The Colnect and Stampworld Online Catalogs shows the 50th Anniversary of Independence stamp which Scott catalog lists as well.

Then it becomes confusing. The Scott Catalog lists the souvenir sheet which itself is confusing us as to the numbers listed as being on the souvenir sheet. The souvenir sheet contains the 50th Anniversary of Independence stamp and all what are called the Presidents issues.

The individual Presidents stamps are listed on the Colnect Catalog with no mention of the souvenir sheet. Only two of the individual Presidents stamps are listed in the Stampworld catalog.
Then we have more confusion.

The Stampworld Catalog lists another set. The 30th Anniversary of the Pan African Postal Union. It is not listed in the Scott Catalog nor the Colnect Catalog nor on the WNS system. Why?

It is quite obvious that the styles and topics of the genuine postage stamps are completely different than the illegal stamps.

Therefore any stamp dating 2010 in the name of the Congo Republic other than what is shown above is a counterfeit illegal stamp!

Here again these "Famous People" illegal stamps have been offered by the user on eBay named kleo53 located in Estonia for years and appears to be exclusively controlled by the dealer. I show several in the 2008 page. At least until now this means the dealer owns the complete stock of them. At the time of discovery I could not find anyone else offering even one of them. They were broken from illegal stamp souvenir sheets. The seller has many "exclusive" sales of these type of counterfeit stamps in the name of other countries as well.
