Or use a respectable catalog like Scott or Stanley Gibbons. Do not listen to these dealers trying to convince you they are something other than illegal stamps.

Here we go!

Many of the following illegal stamps can be found as imperforates and as color proof sets as well. Some exist on fake First Day Covers too.
Many times now (2021) the souvenir sheet sets and sheetlet sets are sold individually. Many times the stamps have been removed from the sheetlets and souvenir sheets. All of these "tactics" are used to avoid detection by UPU circular descriptions and researchers like myself.

Sellers that call these "private", "locals", "Cinderella's", "unauthorized" are deceiving you. They are counterfeit illegal stamps produced by a stamp dealer that is bent on ripping you off! Some sellers state "we offer them because they are on the market". Well how about you use a different dealer because that seller is "on the market"? If the stamp societies, auction sites and all other venues kicked these sellers off of their sites then they would have to comply or lose their ability to sell anything.

The following images are free for the use of all to use to alert the public to them. If anyone wants to make a public list of users on eBay, Delcampe and elsewhere who are selling these issues....fine by me since the UPU, PWMO and others appear to have given up or have not been updated in years.

If you have purchased any of these stamps from a dealer or if that dealer offers them, you should avoid that dealer! You will only be supporting illegal stamp makers who are only ripping you off.

2018

In 2018 Stamperija gained a contract to produce stamps for Angola. As is the usual case they produced a mass of what are known as "Abusive Stamps" and proceeded to flood the stamp market with them. Most if not all of them never have been used in Angola and as such should be avoided. They are made by a private agency that prints their own stamps which breaks every rule set forth by the UPU stamp printing best practices. That is why they are not listed on the WNS system. All stamp catalogs should follow this standard as well. Sadly even Scott catalog is listing these stamps. Soon they will find by continued listings of these abusive stamps in the name of many countries, they will have to add another catalog to hold them!
I note that most have similar styles to the illegal stamps as well as the same topics. I call them "Legalized illegal stamps". The prices asked are ridiculous for stamps that are not only common but can be reprinted at will.

The lot numbers on Delcampe jumped from 7 sales for 2017 Angola stamps to 1,038 for 2018 Angola Stamps! Ridiculous!

In 2018 only an unknown producer (same one who made the Kamasutra garbage?) and Topnimarka make illegal stamps dating 2018.

2019

In 2019 Stamperija continues to retain a contract with Angola. In 2020 Angola must have realized what was happening and ended it. Still before that happened, Stamperija virtually doubled the number of "stamp" issues and thus hurt the reputation of stamps from Angola quite badly. We now have two years of Abusive issues. As stated above 1,038 listings on Delcampe for 2018 issues. For 2019 issues.....2,323 listings! Of course all of them are being listed by a very small group of distributors associated with the agent. Again, I would advice avoiding both years for Angola. This kind of stamp production simply needs to be stopped and to do it the UPU needs to step in and ban the use of such agencies by its member countries as well as collectors avoiding buying it. In a search for Angola 2020 stamps on Delcampe the count drops to.....41. Do you see my point?

For 2019 I could only find one illegal stamp souvenir sheet and it was produced by one of the Eastern European producers.

Production of illegal stamps in the name of Angola appears to have stopped entirely for 2020 to present time. This does not mean it cannot start again. We are watching....
